The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) addresses classification and labelling of chemicals by types of hazards. Abstract

Within the foreseeable future, refrigerators will be using 30% less electricity in some countries. Homes in the United States will be emitting 4% less carbon dioxide. Dozens of other common energy-using products will have become cleaner and more energy efficient. And all because of the growing use of energy labels and standards in industrialised countries. Energy labels and standards are only one way in which governments can diminish energy use, improve performance and slash greenhouse gas emissions. But they have proved remarkably effective, and their use is steadily spreading. This report by the International Energy Agency chronicles a number of success stories and offers suggestions on how they can be replicated. This study, the first in a planned series of Energy Efficiency Policy Profiles, analyses existing programmes, provides guidance for programmes now under consideration and points the way to possible international collaboration. It highlights the key elements in successful programmes.

Abstract

This report considers the growing trend in information requirements for seafood products in general with a focus on the distinct sustainability features of wild capture fisheries and aquaculture. This work refers primarily to privately-driven certification schemes which have become an established feature of the market for eco-labels in fisheries and aquaculture. The report focuses on private eco-labelling and analyzes the economics of certification schemes, discusses key issues at the interface between public authorities, private labelling schemes, business operators and consumers. Finally, main findings and messages to policy makers are addressed.

Abstract

Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results.

Abstract

How cash transfers made to women are used has important implications for models of household behavior and for the design of social programs. In this paper, the authors use the randomized introduction of an unconditional cash transfer to poor women in rural Ecuador to analyze the effect of transfers on the food Engel curve. There are two main findings. First, the authors show that households randomly assigned to receive Bono de Desarrollo Humano (BDH) transfers have a significantly higher food share in expenditures than those that were randomly assigned to the control group. Second, they show that the rising food share among BDH beneficiaries is found among households that have both adult males and females, but not among households that only have adult females. Bargaining power between men and women is likely to be important in mixed-adult households, but not among female-only households, where there are no men to bargain with. Finally, the authors show that within mixed-adult households, program effects are only significant in households in which the initial bargaining capacity of women was likely to be weak. This pattern of results is consistent with an increase in the bargaining power of women in households that received BDH transfers.

Abstract

Obsolete pesticide stocks have accumulated in most of the world's developing countries and economies in transition in recent decades. International organizations estimate that some 500,000 tons are stockpiled worldwide, about half of which are located in countries of the former Soviet Union. Across the African continent, obsolete stocks total about 50,000 tons, while Latin America has at least 30,000 tons. This report includes the following sections: section one includes overview, section two include risk assessment method for priority-setting. Section three includes setting cleanup priorities in Tunisia. Section four includes cleanup and safeguarding highlights in Africa. Finally, section five includes reducing the risk.

Abstract

Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures. Many countries have enacted new fertilizer laws in recent years, but few have provided the resources to define and enforce regulations through standards and testing capacity. This report shows that reducing regulatory burdens on fertilizers and the consequent increase in use of fertilizers will have substantial impacts on returns to farmers, with consequent impacts on poverty. The report highlights the range of barriers to food trade in Africa along the entire value chain. The issues pertain to many ministries and agencies within government: trade, agricultural, health and safety, transport, and finance. This in turn requires a "whole of government' approach to freeing up food trade, which will require strong and effective leadership to articulate the rationale and sustain the momentum for reform. Leaders must also address the hard choices that will arise in dealing with the political economy constraints that have until now blocked the capacity of Africa to exploit its enormous potential to feed Africans.

Abstract

Faced with a large and increasing obesity epidemic, the Mexican Government in the last years has increased efforts to prevent and control it. In October 2013, Mexico's Congress passed legislation imposing taxes on sugar-sweetened beverages (SSBs) and calorie-dense foods of low nutritional value. These taxes were part of a comprehensive strategy to prevent and control obesity, overweight and diabetes. In addition to fiscal policy and regulation, this strategy included other health promotion and prevention interventions as well as measures to ensure better access to effective health care services. The decision to implement this fiscal policy was the result of a long advocacy process in which different actors participated, including civil society organizations and government agencies, which provided needed evidence on the status of the epidemic and options to fight against it. The taxes were designed to avoid, as much as possible, the substitution of consumption of the taxed goods for other unhealthy foods and beverages not subject to taxation. These taxes have been successful in increasing both the fiscal revenues and the price of the products taxed. There is also evidence that they have reduced consumption, particularly of SSBs. The taxes seem to have the highest impact among people in the poorest quintiles of the income distribution, who had experienced the highest increase in consumption of the goods under taxation in the last years. A debate remains on the actual impact of the taxes, particularly on health outcomes. Thus it is important to continue monitoring the impact of the taxes through the development of price and volume indicators, based on publicly available data, as well as health outcome indicators.

Abstract

In this paper, the authors discuss the ways in which national governments, firms, and individuals respond to policy related to food safety, environmental protection, and trade. These responses must be considered in the development of policy to ensure the best possible outcomes. It accounts for uncertainty about policy impacts and scientific knowledge and incorporates stochastic environmental factors. The authors argue use of such a model in the development of health and environmental policy can overcome capture by domestic forces opposed to trade liberalization. The effectiveness of policy, of course, is dependent upon firm and consumer response to policy. Section one describes the impacts of international transfer of species and genetic material, paying particular attention to the introduction of alien invasive species. Section two discusses issues surrounding trade in environmental amenities. Food safety and environmental regulations are reviewed in section three, along with mechanisms by which such policy can serve as a proxy for protectionists. Section four develops a risk assessment model that can be used in policy design. Section five considers the role of institutional, firm and individual behavior in the development and effectiveness of policy. Section six summarizes our analysis in offering an agenda for trade talks.
