Guatemala is at an historic juncture, following a political and institutional crisis in 2015, a newly elected government is starting to take on deep-rooted development problems. The crisis was triggered by the uncovering of a corruption scheme that permeated the tax administration superintendence (SAT) and the highest political levels. The country has enormous potential to generate growth and prosperity for its population; yet growth remains low, poverty and inequality persistently high, and high rates of childhood stunting threaten Guatemala's ability to reach its full development potential. This glaring juxtaposition highlights the existence of two Guatemala's, with large gaps in both social and economic outcomes. In this context, the World Bank Group's (WBG) new country partnership framework (CPF) seeks to support Guatemala in fostering inclusion of vulnerable groups, and addressing bottlenecks to sustainable growth.

Settler colonialism was a major aspect of the imperial age that began in the sixteenth century and has encompassed the whole world unto the present. Modern settler societies have together constituted one of the major routes to economic development from their foundation in resource abundance and labour scarcity. This book is a major and wide-ranging comparative historical enquiry into the experiences of the settler world. The roles of indigenous dispossession, large-scale immigrant labour, land abundance, trade, capital, and the settler institutions, are central to this economic formation and its history. The chapters examine those economies that emerged as genuine colonial hybrids out of their differing neo-European backgrounds, with distinctive post-independence structures and an institutional persistence into the present as independent states. The Inspection Panel was created in 1993 by the Board of Executive Directors of the World Bank to receive complaints submitted by people suffering harm allegedly caused by World Bank projects. This experience provides important lessons for both the Bank and for the global development community at large. The Panel therefore launched this series of publications to draw the main emerging lessons from its caseload. While Panel cases tend to highlight challenging projects where things went wrong and are not necessarily reflective of the Bank's entire portfolio, the lessons nonetheless are important. This exercise is intended to help build the institutional knowledge base, enhance accountability, foster better results in project outcomes, and, ultimately, contribute to more effective development with shared prosperity for all. The series is organized around the most recurrent issues in Panel investigations. This report, the second in the series, covers Panel cases that focused on Indigenous Peoples' issues. Currently, there are approximately 370 million self-identified Indigenous Peoples in some 90 countries worldwide. They are among the world's most vulnerable, marginalized, and disadvantaged groups. According to the World Bank, while Indigenous Peoples own, occupy, or use a quarter of the world's surface area, they safeguard 80 percent of its remaining biodiversity, and some of the most biologically important lands and waters are intact as a result of Indigenous Peoples' stewardship. Their knowledge and expertise on how to adapt, mitigate, and reduce risks from climate change and natural disasters are considered vital. Adequately responding to these challenges requires considering Indigenous Peoples as fundamental stakeholders and important partners in the development process. The Bank has undertaken several reviews and evaluations of its Indigenous Peoples Policy since 1982.The Inspection Panel's mandate covers projects financed by the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). The Compliance Advisor Ombudsman handles complaints related to projects financed by the International Finance Corporation and the Multilateral Investment Guarantee Agency. In this report, the World Bank (or Bank) refers to IBRD and IDA only.

For several decades people have been grappling with how to retain the material safety and cultural richness of indigenous non-capitalist societies and economies, but also gain the health, wealth, education and life opportunities the modern capitalist world offers. This book brings together examples of attempts to forge locally appropriate versions of modernity; development that suits the aspirations and circumstances of particular groups of people. Authors question how the market economy has been variously negotiated by groups who also have other systems through which they organize their social and economic life. What has worked for these people, what has not, and why? The volume addresses how, as a social and economic system, capitalism has been very effective in generating wealth and technological innovation, but has also been associated with great social inequity and environmental damage. Its inherent flaws have been highlighted by the escalation of ecological problems arising from growth-oriented capitalism and various economic crises, the latest being the Global Financial Crisis and its ongoing fallout.
