Abstract

This study performed an assessment of the solid waste management (SWM) plans and the collection, recycling, and disposal conditions of the 17 Local Government Units (LGUs) of Metro Manila to determine the gaps and barriers hindering the effective implementation of Republic Act 9003 (RA 9003), particularly the recovery and recycling of plastic waste. The results were used to identify potential investment opportunities that could contribute to improved plastic waste management and the overall SWM systems of LGUs. The assessment focused on the approved 10-Year SWM plans, online reports of the National Solid Waste Management Commission (NSWMC), data provided by the Metro Manila Development Authority, interviews with the heads and staff of the SWM functional groups of each LGU and related government institutions, and a web search on government and private sector initiatives on recycling and plastic waste management. Metro Manila is composed of 16 cities and 1 municipality, with a combined total 1,712 barangays. Its land area of 619.1 square kilometers is bounded by large bodies of water on the west (Manila Bay) and east (Laguna de Bay). The central section LGUs are traversed by the main channel of the Marikina-Pasig River and the rest are drained by the tributaries. These waterways and waterbodies are plagued by illegally disposed and uncollected waste. The condition is exacerbated during floods when additional uncollected waste and litter move down the gradient and clog man-made canals and natural waterways. Eventually, the waste is discharged into Manila Bay or deposited into the 50 existing pumping stations of Manila. The institutional, legal, and financial aspects as well as the management of hazardous waste were not covered in this assessment. The assessment did not consider the effects of the pandemic on waste generation. Due to the restrictions brought on by the pandemic, field verification of the data gathered through interviews was not conducted.

Abstract

Hydropower could double its contribution by 2050, reaching 2 000 GW of global capacity and over 7 000 TWh. This achievement, driven primarily by the quest of clean electricity, could prevent annual emissions of up to 3 billion tonnes of CO2 from fossil-fuel plants. The bulk of this growth would come from large plants in emerging economies and developing countries. Hydroelectricity’s many advantages include reliability, proven technology, large storage capacity, and very low operating and maintenance costs. Hydropower is highly flexible, a precious asset for electricity network operators, especially given rapid expansion of variable generation from other renewable energy technologies such as wind power and photovoltaics. Many hydropower plants also provide flood control, irrigation, navigation and freshwater supply. The technology roadmap for Hydropower details action needed from policy makers to allow hydroelectric production to double, and addresses necessary conditions, including resolving environmental issues and gaining public acceptance.

The damming of the Saguenay brought industrialisation on a grand scale to rural Quebec in the form of newsprint and aluminum manufacture. Tapping into rich and diverse sources in Canada, the United States, and Europe, Massell provides an interdisciplinary, cross-border study of American capital and Canadian resources. He shows us how ever-larger amounts of capital yielded increasingly massive and sophisticated applications of hydroelectric technology. Grand industrial plans, in turn, encroached upon provincial water rights and farmers' lands, which drew the attention of the state. He examines the protracted power struggle between public and private interests - between American capitalists and the nascent bureaucracy of the province of Quebec - and describes the origins and evolution of the events that led to state control over hydraulic resources in the province. In doing so he provides vivid portraits of Duke and of Quebec politicians of the period and gives a dramatic account of the protracted battle of wits between Duke's chief engineer, William States Lee, and Quebec's chief of Hydraulic Service, Arthur Amos. Abstract

Infrastructure development in the past was often implemented without adequately taking into consideration the possible negative environmental and social impacts. Drawing from the experience of the Bumbuna Hydropower project in Sierra Leone, this paper proposes to complement safeguard policies by establishing, at the beginning of the project identification phase, two-way communication mechanisms and a continuous consultation process, allowing the government and the donors to interact with key stakeholders.

Abstract

This paper analyses a large public investment in a construction of a hydropower plant in Lesotho and its implications on the growth and debt sustainability. The paper employs an open economy dynamic general equilibrium model to assess the benefits of a large public investment through growth-enhancing increase in domestic energy supply and receipts from selling electricity abroad to ease the fiscal burden, which is often associated with big investment projects. During the transition (construction stage), various financing options are explored: increase in the public debt, increase in domestic revenue (fiscal adjustment), and combination. The calibration matches Lesotho's data and it captures the project's main challenges regarding the project costs. Moreover,the key remaining issue is the agreement with South Africa to purchase sufficient amount of electricity to allow the potential plant to run at a high capacity. We find that, the project can lead to sizable macroeconomic benefits as long as costs are relatively low and demand from South Africa is sufficiently high. However, the risks for the viability of the project are high, if these assumptions are violated.
