Abstract

This paper reviews Ex-Post Assessment of Performance Under IMF-Supported Programs for Guinea-Bissau. More than two-thirds of the population of approximately 1.3 million is living below the poverty line in Guinea-Bissau. The paper describes developments under IMF-supported programs since 1993, when Guinea-Bissau embarked on a second round of stabilization and reform efforts. It summarizes the lessons learned and the challenges for the near future. Possible future role of IMF in Guinea-Bissau is also discussed.

Abstract

This paper reports on the economic and financial reforms in Guinea-Bissau. After a long period of recession since the beginning of 2000 followed by a slight recovery in 2007, the economy of Guinea-Bissau has entered a new growth spurt in 2008. The budget deficit, which averaged 10 percent of GDP between 2005 and 2007, has been reduced to 3.2 percent in 2008 and 3.0 percent in 2009 by raising more revenue domestically and by controlling expenses.

Abstract

Poverty Reduction Strategy Papers (PRSPs) are prepared by member countries in broad consultation with stakeholders and development partners, including the staffs of the World Bank and the IMF. Updated every three years with annual progress reports, they describe the country’s macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. This country document for Guinea, dated May 2012 is being made available on the IMF website by agreement with the member country as a service to users of the IMF website.

Abstract

This paper discusses Guinea’s Third Review under the Three-Year Arrangement under the Extended Credit Facility (ECF) and Financing Assurances Review. The macroeconomic environment in Guinea in 2013 was difficult, reflecting the fragile sociopolitical situation and a sharp slowdown in mining sector projects. As a result, growth is estimated to have slowed to 2.5 percent, sharply below the projected 4.5 percent. Inflation continued to fall and at the end of 2013 was 10.5 percent year over year. International reserves were maintained at a satisfactory level, and the exchange rate remained broadly stable. Performance under the ECF-supported program remains satisfactory. The IMF staff supports the completion of the third review under the ECF arrangement and completion of the financing assurances review.

Abstract

This paper discusses Guinea-Bissau’s Request for Disbursement Under the Rapid Credit Facility (RCF). In 2012 and 2013, Guinea-Bissau suffered a severe balance of payments shock as the international price of raw cashew nuts—the main export product—fell by about 20 percent per year. The authorities have requested assistance under the RCF to help address the urgent balance of payments and fiscal financing needs for 2014. The IMF staff supports the authorities’ request for assistance under the RCF in view of their currently limited capacity to implement policies of an upper credit tranche-quality economic program, the large and urgent balance of payments need, and the catalytic effect of IMF support for other external financing.

Abstract

This paper explains the cashew economy and the unfolding of the 2017 campaign. At least half of all households are thought to be engaged in production, commercialization, or exportation of cashew nuts. The activity has at least four macroeconomic impacts: one, it injects liquidity to producers; two, owing to producers’ high propensity to consume, it impacts the price level; third, it is the main provider of foreign exchange via exports; and fourth, it is an important source of fiscal revenues. Despite streamlining of marketing arrangements over the years, cashew production is still subject to significant government intervention. Vested interests have traditionally permeated public policies, with nontransparent issuance of licenses and permits used in some instances to block competition. Cashew production started to expand during the 1980s and yearly output has over the years increased to currently about 200,000 tons. Native of north Brazil, cashew trees were introduced by the Portuguese during the colonial period but output remained negligible through to the country’s independence in 1973.

The objective of the JSAN is to provide focused, frank, and constructive feedback to the country on progress in implementing its Poverty Reduction Strategy (PRS).
