The recent proliferation of studies on terrorism has brought scholars from different fields and approaches to converge on this phenomenon. As a result, economists, social and political scientists have developed theories, evidence and, in a sense, even a peculiar jargon of their own. Starting from this assumption, the book aims to bring scholars with different expertise and background around the same table, showing how their individual perspectives can contribute to a broader understanding of the issue at stake. In other words, the aim that inspires the book is that the multi-disciplinary nature of terrorism requires a concerted effort by social sciences in particular, economics and political science. The book deals with a number of issues from the definition and forms of terrorism, to its economic determinants, from the distribution and forecast of terror attacks to the measurement of their impact on societies.

The increasing cyber connectivity of vehicles and between vehicles and infrastructure will drastically reshape mobility in the coming decades. Although the advent of connected mobility is expected to benefit travelers and society by smoothing traffic, improving rider convenience, and reducing accidents, the augmented cyber components in connected and autonomous vehicles and related infrastructure also give rise to cyber attacks on the transportation system. Yet, little attention has been paid to transportation cyber resilience. This paper thus proposes an investigation on this topic with a comprehensive literature review. Cyber components and plausible autonomous mobility systems operation scenarios are discussed, before identifying possible cyber attacks to autonomous mobility systems at the vehicle and system levels. The discussion then moves to existing practices to enhance cybersecurity, and several strategies are investigated toward enhancing autonomous mobility system cyber resilience. At the vehicle level, creating layers and separation to reduce cyber component connectivity and deploying an independent procedure for data collection and processing are important in vehicle design and manufacturing. At the system level, recommended strategies include keeping redundancy in transportation capacity, maintaining a separate road network, and deploying different sub-autonomous mobility systems.

What is the impact of terrorism on trade through higher security at the borders? The authors set up a theory which shows that the impact goes not only from terrorism to trade. Higher trade with a partner might, in turn, increase the probability of terrorism acts and make security measures more costly for total welfare. To identify the true impact of terrorism, their theory allows for a strategy to condition out the latter mechanism. The authors show in particular how past incidents perpetrated in third countries (anywhere in the world except the origin or targeted country) constitute good exogenous factors for current security measures at the borders. Their tests suggest that terrorist incidents have a small effect on U.S. imports on average, but a much higher effect for those origin countries at the top of the distribution of incidents. In addition, the level of the impact is up to three times higher when the acts result in a relatively high number of victims, the products are sensitive to shipping time, and the size of the partner is small. The authors further show how terrorism affects the number of business visas given by the United States, thereby affecting significantly U.S. imports in differentiated products. These results suggest that security to prevent terrorism does matter for trade.

June 1999 - A regime-switching framework is used to study speculative attacks against European Monetary System currencies during 1979-93. Peria uses a regime-switching framework to study speculative attacks against European Monetary System (EMS) currencies during 1979-93. She identifies speculative attacks by modeling exchange rates, reserves, and interest rates as time series subject to discrete regime shifts. She assumes two states: tranquil and speculative. She models the probabilities of switching between states as a function of fundamentals and expectations. She concludes that: The switching models with time-varying transition probabilities capture most of the conventional episodes of speculative attacks; Speculative attacks do not always coincide with currency realignments. Both economic fundamentals and expectations determine the likelihood of switching from a period of tranquility to a speculative attack. The budget deficit appears to be an especially important factor driving the probability of switching to a speculative regime. Given the importance of anticipating and, wherever possible, avoiding crises, it might be useful to conduct forecasting exercises to determine whether the switching framework proposed here can be used to forecast crises in countries outside the sample. Because currency crises tend to occur simultaneously in two or more countries, it also might be useful to adapt the regime-switching framework to explore the role of contagion in explaining crises. This paper-a product of Finance, Development Research Group-is part of a larger effort in the group to understand currency crises. The author may be contacted at mmartinezperia@worldbank.org.

"Cosmic Threats : A Planetary Perspective calls for the progressive creation of supra-national institutions intended to protect life on Earth against natural threats, be these terrestrial (pandemics, super-volcanoes, major earthquakes...) or celestial (comets, asteroids, meteor storms...). The protection proffered would need to be pre-emptive though also responsive, reducing the number of adverse events but also their specific consequences. Rancid though the world scene currently looks, this may actually be a good time to look towards a planetary security programme that can build up over a century or more. It would need special international institutions that are sufficiently integrated to cope with the celestial and terrestrial contingencies anticipated yet not so much a class apart as to be a law unto themselves, a military regime able to ride roughshod over general world opinion. Such an holistic approach to planetary security might prove to be a definitive substitute for war between nations. Professor Brown comes to such questions from a broad career background. His lead qualifications are a Masters degree from Oxford in Modern History and a Doctorate of Science from Birmingham (UK) in Applied Geophysics. He has been a naval meteorologist; staff college instructor; part-time but pro-active as a defence correspondent for several of the West's leading journals; and political consultant. From 1980 to 1986, he was Chairman of the Council for Arms Control. From 1993 to 1997 he worked half-time in the Sensors and Electronic Systems directorate of Britain's Ministry of Defence. This was as the Academic Consultant in a small task force specifically created to advise the government of the day apropos what British policy to Strategic Ballistic Missile Defence should be"--Provided by publisher.
