Abstract

An important component of the Pantawid Pamilyang Pilipino Program (4Ps), the flagship conditional cash transfer (CCT) program of the Philippines, is the delivery of complementary services such as Family Development Sessions (FDS) and Youth Development Sessions (YDS) to program beneficiaries. Prior to the COVID-19 pandemic, these were regular face-to-face sessions providing practical information on topics such as parenting, early childhood care, and disaster preparedness to adult beneficiaries and guidance on adolescent dynamics to young children in 4Ps households, with the overall aim of promoting positive behavioral changes. This technical note examines the process undertaken to enhance and align the content of the FDS and YDS based on the 4Ps law that mandates a maximum 7-year operational period, and it discusses feedback and insights from beneficiaries and implementers. Moreover, it considers the onset of the COVID-19 pandemic and related lockdowns, which have led to mobility restrictions among beneficiaries and implementers since March 2020. Due to the pandemic, the delivery of FDS have relied mostly on broadcast and social media platforms, with options for small group neighborhood sessions in areas with low rates of COVID-19 infections, while YDS have been mostly suspended due to school closures nationwide, without in-person gathering. For a more effective delivery of these learning sessions, this policy note proposes key recommendations on adapting to future shocks and emerging beneficiary needs, developing strategic communications, mobilizing resources, strengthening monitoring and evaluation, and connecting to core values. In particular, it proposes regular updating of module content to maintain relevance and applicability, strengthening alternative modes of program delivery to increase coverage, providing training to facilitators to improve capacity, raising awareness to increase program uptake, creating a clear monitoring and evaluation system to track progress, leveraging the use of technology, and providing post-program exit support to sustain positive behavioral changes among beneficiaries.

More children born today will survive to adulthood than at any time in history. It is now time to emphasize health and development in middle childhood and adolescence-- developmental phases that are critical to health in adulthood and the next generation. This publication explores the benefits that accrue from sustained and targeted interventions across the first two decades of life. The volume outlines the investment case for effective, costed, and scalable interventions for low-resource settings, emphasizing the cross-sectoral role of education. This evidence base can guide policy makers in prioritizing actions to promote survival, health, cognition, and physical growth throughout childhood and adolescence.--

Abstract

This paper evaluates the long-term impacts of the national conditional cash transfer program in the Philippines on beneficiaries who were exposed to it during a relatively short but potentially critical period of transitioning from adolescence to adulthood. The paper estimates the impacts of the Pantawid Pamilyang Pilipino Program on men and women who were enrolled in the program for up to 1.5 years when they were between ages 12.5 and 14 and are currently in their early twenties. The analysis finds evidence of impacts on marriage and fertility for women: participation in the program is associated with delay in marriage and the first birth of approximately one year and six months, respectively. No impacts are found on educational or labor market outcomes or proxies for economic welfare. Further, there is no strong and consistent evidence of changes in empowerment or gender norms.

Abstract

Adolescents in Sub-Saharan Africa have some of the highest rates of intimate partner violence across the globe. This paper evaluates the impact of a randomized controlled trial that offers females a goal setting activity to improve their sexual and reproductive health outcomes and offers their male partners a soccer intervention, which educates and inspires young men to make better sexual and reproductive health choices. Both interventions reduce female reports of intimate partner violence. Impacts are larger among females who were already sexually active at baseline. The paper develops a game theoretic model to understand the mechanisms at play. In line with the model, the soccer intervention improves male attitudes around violence and sexual and reproductive health and reduces sexual activity. In the goal setting arm, females take more control of their sexual and reproductive health by exiting violent relationships. Females in this arm have higher quality partners at endline.

Abstract

Si les différences entre les sexes sont largement questionnées depuis les années 70, l’analyse des « coulisses » de la fabrication des identités féminines à partir de l’adolescence n’a fait jusqu’ici l’objet que de très peu de recherches sociologiques. L’itinéraire adolescent constitue pourtant une période charnière de composition des identités de sexe. L’ouvrage de Caroline Moulin s’articule autour d’une analyse de la presse pour adolescentes, qui, en ce qu’elle se fait l’écho des grands modèles de féminité, permet de saisir le contexte culturel dans lequel les filles doivent se fabriquer une identité marquée par la sexualisation de leurs parcours de vie. Une cinquantaine d’entretiens menés auprès d’adolescentes permet ensuite de comprendre comment les filles appréhendent et exploitent ces modèles sexués, ainsi que la manière dont elles se construisent dans le cadre confiné de l’entre-soi féminin. Il s’agit en définitive de mettre en lumière les différents enjeux identitaires à l’œuvre dans le cadre du repli homolatique, c’est-à-dire du repli sur le groupe restreint de pairs ; les fonctions du pouvoir grandissant des « copines » au détriment de l’autorité parentale, l’évolution des réseaux de sociabilité (la découverte inédite de l’autre sexe), les expérimentations (corporelles, amoureuses, sexuelles…). L’ouvrage de Caroline Moulin interroge également le sens des différences sexuées à l’adolescence. Quelles fonctions sociales les filles leur accordent-elles ? À une époque où l’égalité entre les sexes se pose comme l’un des principes de démocratie, les adolescentes ne comprennent-elles les différences qu’en termes d’« inégalités »?

Abstract

Using household surveys for 24 countries over a 10-year period, this paper investigates why the elderly are more averse to open immigration policies than their younger peers. The analysis finds that the negative correlation between age and pro-immigration attitudes is mostly explained by a cohort or generational change. In fact, once controlling for year of birth, the correlation between age and pro-immigration attitudes is either positive or zero in most of the countries in the sample. Under certain assumptions, the estimates suggest that aging societies will tend to become less averse to open immigration regimes over time.
