Urban mobility is a major problem all over the world. Space is limited, and individuals aim for a level of quality in mobility that is only achieved by largely motorised solutions, which have a detrimental effect on the urban environment. Much research has focussed on the negative aspects of transport (emissions, noise, congestion and safety problems), particularly with respect to road traffic. The ECMT decided to organise a Round Table which would consider the transport sector differently, by looking at the benefits of different modes of transport for the general community. Round Table 93 considered different modes of transport and their respective contributions to economic growth, regional development, social relations and needs for mobility. Given its new analyticalframework, this Round Table stands out from other overly conventional approaches.

There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

The requirement for sustainable transport in urban areas has become more onerous in the past decade due to a number of negative externalities which have been increasingly associated with growing mobility and the advances made in the technology and available options for sustainable transport. However, whilst on one hand technology has supported the reduction of environmental impacts of increased (car) mobility, other policies and actions influencing behaviour have been identified as key contributors to reduce the impact of transport. While the intentions behind particular policies point towards sustainability goals, attitudes towards mode choice are proving more difficult to shift. Specific actions are driving best practice in reducing car dependence by providing alternative means of car sharing and public transport use, whilst others look at promoting non-motorized forms of transport. This publication brings together an international group of researchers and presents work from different countries dealing with issues related to transport policy, attitudes and mode choice, car sharing and alternative modes of transport, and discusses the future of non-motorized modes of transport.

Les services de transports publics urbains connaissent une exploitation largement déficitaire dans une majorité de cas. Ceci a conduit les autorités publiques à rechercher des gains d’efficience, en particulier par la participation du secteur privé à l’offre de tels services. Traditionnellement, le subventionnement de tels services vise à procurer une mobilité de base à toutes les catégories de la population, en particulier pour celles défavorisées. Une intervention publique vise également à contrecarrer les tendances naturelles à la concentration et à l’apparition de positions dominantes dans les services de transports publics. Les politiques en matière de transports urbains veillent également de plus en plus à offrir des alternatives à l’usage de la voiture particulière pour combattre la congestion et réduire les émissions de CO2. Construire des réseaux de transports publics cohérents qui soient viables financièrement est un défi pour toutes les autorités publiques. Cette Table Ronde a examiné les expériences d’intégration d’une gestion privée et de capital privé dans des objectifs de politique des transports publics au sein de nombres d’économies développées. A destination des opérateurs de ces réseaux, la Table Ronde a conclu que l’innovation est un élément clef pour faire face à des environnements politiques et réglementaires en mutation rapide.
