"The paper provides a first, systematic benchmarking of infrastructure performance in the Southern African Customs Union (SACU) countries (South Africa, Botswana, Lesotho, Namibia, and Swaziland) in four major sectors-electricity, water and sanitation, information and communication technology, and transportation-against the relevant group of comparator countries using a new World Bank international data base with objective and perception-based indicators of infrastructure performance from over 200 countries. The analysis suggests important comparative gaps in all major infrastructure sectors, although performance varies widely across the SACU region. Performance shortfalls are particularly acute in rural areas where most of the poor live. The benchmarking is envisaged as a comparative input into deeper analyses of infrastructure performance, especially in the context of the ongoing scaling-up efforts (for example, South Africa, Lesotho, and Botswana). Autant de questions auxquelles la conférence organisée les 22 et 23 novembre 1999 par la Commission européenne et la CEMT s’est efforcée de répondre. Cet ouvrage présente les actes de cette conférence. La première partie fait le point sur différents aspects méthodologiques soulevés par l’application des méthodes d’analyse comparative. La conférence a permis d’élucider les nombreux concepts à prendre en compte dans ce type de mécanisme et de recenser diverses pratiques, depuis celle qui consiste à utiliser l’analyse comparative comme un simple outil statistique jusqu’à celles qui ont un véritable impact sur l’action des pouvoirs publics. La deuxième partie décrit plusieurs exemples concrets d’application de l’analyse comparative dans le secteur des transports, en particulier dans des domaines tels que la sécurité routière, le transport ferroviaire, l’environnement, les transports publics et urbains, les ports maritimes et le fret aérien. Le lecteur pourra aborder les différents chapitres séparément. Le message fondamental qui se dégage de tous les exemples présentés est clair : il est essentiel d’améliorer la qualité des statistiques afin d’accroître la fiabilité des résultats de l’analyse comparative dans les transports.
