This book investigates the roles that ideas and constructs associated with Eurasia have played in the making of Kazakhstan's foreign policy during the Nazarbaev era. The book delves into the specific Eurasia-centric narratives through which the regime, headed by Nursultan Nazarbaev, imagined the role of post-Soviet Kazakhstan in the wider Eurasian geopolitical space. Based on substantive fieldwork and sustained engagement with primary sources, the book unveils the power implications of Kazakhstani neo-Eurasianism, arguing that the strengthening of the regime's domestic power ranked very highly in the list of objectives pursued by Kazakhstani foreign policy between the collapse of the Soviet Union and Nazarbaev's apparent withdrawal from the Kazakhstani political scene (19 March 2019). This book, ultimately, is a study of inter-state integration, which makes use of a rigorous methodological approach to assess different incarnations of post-Soviet multilateralism, from the Commonwealth of Independent States to the more recent, and highly controversial, Eurasian Economic Union. This book offers a ground-breaking analysis of Kazakhstani foreign policy in the Nazarbaev era.

Recent political developments in the post-Soviet countries have raised novel issues regarding the stability of the world order after the Cold War. A new direction in policy has been exemplified by the recent bolstering of a number of post-Soviet political and economic institutions - such as Collective Security Treaty Organization (CSTO), the Shanghai Cooperation Organization (SCO) and the Eurasian Economic Union - in which the role of Kazakhstan is considerable. In addition to its unique geopolitical location, Kazakhstan's importance in regional integration structures and international relations is reinforced by its rich oil and uranium deposits. This book centres on an exploration of the changing relations between Russia and Kazakhstan and their impact on post-Soviet interactions with the rest of the world. The role of specific factors in the formation of the post-Soviet regional system are explored with an historical perspective. The multifaceted relations between Kazakhstan and Russia from 1991 to the contemporary period are analysed in terms of their relations in several spheres : political, military and security; Kazakhstan's nuclear withdrawal; ethnicity and national identity; economics; foreign policies; regionalism and international trends; and the impact of historical trends.

Against the backdrop of its mineral wealth, Kazakhstan has been touted a Central Asian tiger state. In contrast to most other Central Asian countries, it was able to evade civil war and large-scale bloodshed and to assume a leadership position which won international recognition and respect. This book examines the development of bilateral energy relations between China and the two oil-rich countries, Kazakhstan and Russia.Challenging conventional assumptions about energy politics and China’s global quest for oil, this book examines the interplay of politics and sociocultural contexts. It shows how energy resources become ideas and how these ideas are mobilized in the realm of international relations. China’s relations with Kazakhstan and Russia are simultaneously enabled and constrained by the discursive politics of oil. It is argued that to build collaborative and constructive energy relations with China, its partners in Kazakhstan, Russia, and elsewhere must consider not only the material realities of China’s energy industry and the institutional settings of China’s energy policy but also the multiple symbolic meanings that energy resources and, particularly, oil acquire in China.China’s Energy Security and Relations with Petrostates offers a nuanced understanding of China’s bilateral energy relations with Kazakhstan and Russia, raising essential questions about the social logic of international energy politics.
