Digitisation enables open science. Digitisation has many aspects, in particular free access to scholarly publications and materials (Open Access), transparent review procedures (Open Peer Review) or open source technologies (Open Source). The programme Hamburg Open Science (duration 2018-2020) supports, among other things, cultural change in research. It is in this context that the present guide was created. It is intended to make the legal environment tangible. The guide first systematically elaborates the relevant areas of law. The second part answers legal questions about Open Science that come directly from universities and libraries. In this way, the guide is prepared and communicated in a practical manner. The authors of the guide are Dr. Till Kreutzer, partner at the law firm iRights.Law, and their research assistant Henning Lahmann. This second, completely revised and expanded edition was produced with the assistance of Dr. Ina Kaulen, Hamburg State and University Library Carl von Ossietzky.

This annual report is a call to action to recognize the things that are having an impact on the internet today, and to embrace the notion that we as humans can change how we make money, govern societies, and interact with one another online. We invite you to participate in setting an agenda for how we can work together to create an internet that truly puts people first. This book is neither a country-level index nor a doomsday clock. Our intention is to show that while the worldwide consequences of getting things wrong with the internet could be huge - for peace and security, for political and individual freedoms, for human equality - the problems are never so great that nothing can be done. More people than you imagine are working to make the internet healthier by applying their skills, creativity, and personal bravery to business, technology, activism, policy and regulation, education, and community development.

The contributions to this volume reflect upon changing paradigms within biblical scholarship, and in how biblical scholarship is taught. Taken together, they offer a multifaceted and informative indication of how open-mindedness in one's approach can yield fascinating results across the study of the Old Testament/Hebrew Bible. The range in topic of the contributions is exemplified in the difference between the first chapter, which works from the personal anecdote of the changing opinion of its author to make a wider point about models for Pentateuchal formation, and the third chapter, which comments on the current state of the study of ancient Israel in universities today. Other contributions include; an essay on the subject of space as a social construct in Isaiah 24-27; civil courage and whether the Bible allows room for protest; the question of monotheism in Persian Judah; the historical Ezra, and the telling of the story of Joseph (Genesis 50: 15-21) in children's Bibles in the Netherlands. The contributors include Hugh Williamson, Ehud Ben Zvi, Rainer Albertz, Karel von der Toorn, and Christoph Uehlinger

In this Research Topic, we provide a comprehensive overview of current public health leadership research, focusing on understanding the impact of leadership on the delivery of public health services. By bringing together ground-breaking research studies detailing the development and validation of leadership activities and resources that promote effective public health practice in a variety of settings, we seek to provide a basis for leading public health organizations. We encouraged contributions that assess the effectiveness of public health leaders, as well as critical discussions of methods for improving the leadership of public health organizations at all levels. Both ongoing and completed original research was welcome, as well as methods, hypothesis and theory, and opinion papers. The effective practice of public health leadership is a key concept for public health practitioners to clearly understand as the 21st century unfolds. Following the significant lapses of leadership in the for-profit world, leaders in governmental and not-for-profit agencies are required to learn by their failed examples. A major task facing all current and prospective public health practitioners is developing the required leadership skills in order to be effective twenty first century leaders. As a consequence of the rapidly evolving health of the public, as well as the development of the discipline and practice of public health, understanding the principles and attributes of leadership are now required of all public health practitioners. Leadership can be described in a variety of ways. Leadership in public health requires skillful individuals meeting the health challenges of communities and the population as a whole. Leadership may be defined as a process that occurs whenever an individual intentionally attempts to influence another individual or group, regardless of the reason, in an effort to achieve a common goal which may or may not contribute to the success of the organization. Thus leadership is a process involving two or more people. The nature of leadership is an important aspect of the concept as a whole. Submissions relating public health leadership to the management of public health organizations were welcomed. This Research Topic provided the opportunity for authors to consider the concept of leadership from a variety of approaches. Original research papers considering a variety of leadership theories provide methodological approaches to the topic. Hypothesis and theory papers provide the basis for application of leadership to public health practice. Opinion papers provide the opportunity to develop thinking concerning practice of public health leadership.

"Transparency and citizen engagement remain essential to good government and sound public policy. Indeed, they may well be the key to restoring trust in government itself, currently at an all-time low in Australia. It is ironic, then, that this has occurred at a time when the technological potential for information dissemination and interaction has never been greater. Opening Government: Transparency and Engagement in the Information Age explores new horizons and scenarios for better governance in the context of the new information age, focusing on the potentials and pitfalls for governments (and governance more broadly) operating in the new, information-rich environment. Its contributors, a range of international and Australian governance academics and practitioners, ask what are the challenges to our governing traditions and practices in the new information age, and where can better outcomes be expected using future technologies. They explore the fundamental ambiguities extant in opening up government, with governments intending to become far more transparent in providing information and in information sharing, but also more motivated to engage with other data sources, data systems and social technologies."

Examining the transformation of transparency as a metaphor in West German political thought to an analogy for democratic architecture, this book questions the prevailing assumption in German architectural circles that transparency in governmental buildings can be equated with openness, accessibility and greater democracy. The Transparent State traces the development of transparency in German political and architectural culture, tying this lineage to the relationship between culture and national identity, a connection that began before unification of the German state in
