Abstract

A number of new approaches to the subject of international cooperation were developed in the 1980s. As a result, further questions have arisen, particularly with regard to the methods and limits of cooperation and the relationship between cooperation and the debate over multilateralism. International Cooperation considers these questions, identifies further areas for research, and pushes the analysis of this fundamental concept in international relations in new directions. Its two parts address the historic roots and modern development of the notion of cooperation, and the strategies used to achieve it, with a conclusion that reaches beyond international relations into new disciplinary avenues. This edited collection incorporates historical research, social and economic analysis and political and evolutionary game theory.

Abstract

The world of international cooperation is in transition. Global power shifts and the rise of populism have made the world multipolar, but not necessarily more multilateral. The traditional North–South aid system is being called into question, while transnational challenges are affecting all countries and require stronger global partnerships. In this context, the graduation of countries from Official Development Assistance (ODA) stands out as a focal topic in connecting current debates. Facilitated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), this publication sees experts from various sectors and regions share and exchange their views in open dialogues and spotlight texts. They embed ODA graduation in its broader global context, discuss its implications and call for a new partnership based on global goals and knowledge sharing. This collection of thoughts and perspectives will thus hopefully serve as a milestone in the debate on transforming international cooperation.

Abstract

Chronicling the emergence of an international society in the 1920s, Daniel Gorman describes how the shock of the First World War gave rise to a broad array of overlapping initiatives in international cooperation. Though national rivalries continued to plague world politics, ordinary citizens and state officials found common causes in politics, religion, culture and sport with peers beyond their borders. The League of Nations, the turn to a less centralized British Empire, the beginning of an international ecumenical movement, international sporting events and audacious plans for the abolition of war all signaled internationalism's growth. State actors played an important role in these developments and were aided by international voluntary organizations, church groups and international networks of academics, athletes, women, pacifists and humanitarian activists. These international networks became the forerunners of international NGOs and global governance.

Abstract

Lina Svedin takes an interdisciplinary approach to present a systematic examination of organizational cooperation in crises. Bringing together three distinct research traditions on cooperation, the author draws on these traditions to examine how their variables fare empirically when applied to a wide set of cases and decision situations.

Abstract

The system of global governance is under serious challenge. The UN, the G7/8, the IMF and the World Bank are but a handful of the organizations suffering from a crisis of legitimacy for an international system that appears ill-suited for timely, innovative and effective solu-tions to contemporary global challenges. Moreover, it is a system that made sense mainly for the post-Second World War era, but sixty years later seems ill-equipped for bridging the growing political and economic divides between North and South and accommodating the needs of the big, emergent markets. Abstract

Are the best international agreements products of mutual understanding? The conventional wisdom in economics, sociology, and political science is that accurate perceptions of others' interests, beliefs, and ideologies promote cooperation. Obstacles to international cooperation therefore emerge from misperception and misunderstanding. In Constructive Illusions, Eric Grynaviski challenges this conventional wisdom by arguing that when nations wrongly believe they share a mutual understanding, international cooperation is actually more likely, and more productive, than if they had a genuine understanding of each other's position. Mutual understanding can lead to breakdowns in cooperation by revealing intractable conflicts of interest, identity, and ideology. Incorrectly assuming a mutual understanding exists, in contrast, can enhance cooperation by making actors confident that collaborative ventures are in both parties' best interest and that both parties have a reliable understanding of the terms of cooperation. Grynaviski shows how such constructive misunderstandings allowed for cooperation between the United States and the Soviet Union between 1972 and 1979.During détente, the superpowers reached more than 150 agreements, established standing consultative committees, regularly held high-level summit meetings, and engaged in global crisis management. The turn from enmity to cooperation was so stark that many observers predicted a permanent end to the Cold War. Why did the superpowers move from confrontation to cooperation? Grynaviski's theory of the role of misunderstanding in cooperation provides an explanation that is significantly different from liberal institutionalist and constructivist approaches. This book's central claim is that states can form what French president Valéry Giscard d'Estaing called "a superb agreement based on complete misunderstanding."
