Abstract

Though the fall of the Soviet Union opened the way for states in central and eastern Europe to join the world of market-oriented Western democracies, the expected transitions have not been as easy, common, or smooth as sometimes perceived. Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country.Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems. Using Hungary, Poland, Romania, and the Ukraine as case studies, she demonstrates the limits of conditionality in the face of national social perceptions and elucidates the three key points around which a consensus within the state must emerge before international institutions can expect liberalization: domestic officials must be uncertain about how changing policies will affect their interests; the status of international and domestic institutions must not be in jeopardy; and the proposed polices must seem credible. In making her case, Epstein cleverly bridges the gap between the rationalist and constructivist schools of thought.Offering new data on and fresh interpretations of reforming central bank policies, privatizing banks with foreign capital, democratizing civil-military relations, and denationalizing defense policy, In Pursuit of Liberalism extends well beyond the scope of previous book-length studies.

Abstract

The Russian state presents a mystery to outside observers. Although Russia was the site of some of the last century's most radical upheavals, and although Russian governments are usually characterized by autocracy, corruption, and political decay, the central government has retained a remarkable hold on the vast country. Does its historical progress represent change, or continuity? How has the political culture molded the expectations and behavior of the Russian people over time? What features of the Russian state are the keys to understanding it?The Strong State in Russia provides a succinct account of Russia's "strong state" model by reviewing the external and internal contexts in each major period and tracing its evolution over time. Every era saw the emergence and growth of a strong state as well as a subsequent decline, but in each the contexts combined in unique ways to produce very different political outcomes. Tsygankov argues that while the Western perspective on Russia is limited, there is an alternative way of thinking about the nation and its problems. Despite focusing on the contemporary Russian state, the book situates it in a broader historical continuity and explains that the roots of its development can be found in the Tsar's autocratic system. Russia's strong state has evolved and survived throughout centuries, and that alone suggests its historical vitality and possible future revival. Abstract

Building, or re-building, states after war or crisis is a contentious process. But why? Sabaratnam argues that to best answer the question, we need to engage with the people who are supposedly benefiting from international ‘expertise’. This book challenges and enhances standard ‘critical’ narratives of statebuilding by exploring the historical experiences and interpretive frameworks of the people targeted by intervention. Drawing on face-to-face interviews, archival research, policy reviews and in-country participant-observations carried out over several years, the author challenges assumptions underpinning external interventions, such as the incapacity of ‘local’ agents to govern and the necessity of ‘liberal’ values in demanding better governance. The analysis focuses on Mozambique, long hailed as one of international donors’ great success stories, but whose peaceful, prosperous, democratic future now hangs in the balance. The conclusions underscore the significance of thinking with rather than for the targets of state-building assistance, and appreciating the historical and material conditions which underpin these reform efforts.
