Abstract

This volume studies local priests as central players in small communities of early medieval Europe. As clerics living among the laity, priests played a double role within their communities: that of local representatives of the Church and religious experts, and that of owners of land and other goods. By virtue of their membership of both the ecclesiastical and the secular world, they can be considered as ‘men in the middle’: people who brought politico-religious ideas and ideals to secular communities, and who linked the local to the supra-local via networks of landownerhsip. This book addresses both roles that local priests played by approaching them via their manuscripts, and via the charters that record transactions in which they were involved. Manuscripts once owned by local priests bear witness to their education and expertise, but also indicate how, for instance, ideals of the Carolingian reforms reached the lowest levels of early medieval society. The case-studies of collections of charters, on the other hand, show priests as active members of networks of the locally powerful in a variety of European regions. Notwithstanding many local variations, the contributions to this volume show that local priests as ‘men in the middle’ are a phenomenon shared by the early medieval world as a whole.

Abstract

As governments attempt to focus more on service delivery, it has become apparent that little is known about the people who actually provide the services. Barbara Wake Carroll and David Siegel discuss structural issues and analyse the various administrative reforms developed in the last few years. They highlight field officers' perceptions of the problems in the system and suggest ways to improve field office-head office relations and the operation of field offices generally. The authors' analysis is based on more than two hundred interviews with federal and provincial civil servants in all ten provinces, in the smallest hamlets and largest cities across Canada. Using extensive "ations from these interviews, the authors allow public servants to tell their own stories and, in so doing, provide examples of the application of systematic qualitative research to Canadian political science. With its accessible style and emphasis on personal experience, Service in the Field will be of interest to students and scholars of public administration, political science, organization theory, and related disciplines in addition to people in government in both field and head offices.

Abstract

The Civil Service Commission was created in 1855 and became the key institution in the development of the British civil service. Its work was primarily the recruitment of civil servants by fair methods, treating all qualified applicants equally, and using open competitions wherever practicable. It was held in high esteem not only in the United Kingdom but also in the many other countries throughout the world which, in many places, modeled their methods of public service recruitment on its pioneering work. It continued until 1991, when most of its work was devolved to over 3,000 government depa

Abstract

In the 1990's, the public sector has experienced the same kind of productivity pressures as has the private sector in most of the western countries. In Finland, the state and the local government organs have pursued to meet these demands by cutting down their personnel costs and by applying various models of New Public Management. This book sheds light on the possibilities of solving the problems in public sector modernization by changing the modes of operations of work organizations. The results presented in the book are based on development experiences in Finnish municipalities, and cover...

Abstract

The contributors to this book mount a robust defence of the concept and practice of public service at a crucial time for its future. They question the ill-conceived assumptions behind the endless programmes of reform imposed by successive governments, often on the basis of advice from people with no direct experience of working in the public sector. With cuts in public spending by the coalition government and "austerity" programmes being imposed in Britain and abroad, the book could not be m...

Abstract

Theology of ministry has always been a controversial issue in the relation between churches, especially with its juridical approach that concentrated on authority. In recent decades the secularization and individualization in the Western world have intensified the challenge to reformulate the mission of the church and its ministries. Building on the Reformed theology of the 16th century (Zwingli, Calvin and confessions) and on the results of the ecumenical convergence on ministry (BEM) in the 20th century, this study presents building blocks for a renewed theology of ministry in the 21st century.

Abstract

Bureaucratic theory is full of contradictions and mysteries. Bureaucrats, politics, and the environment is based on in-depth survey research culled from employees at two bureaucratic agencies: the Office of Water of the U.S. Environmental Protection Agency, and the New Mexico Environment Department. By examining what these personnel think about politics, the environment, their budgets, and the other institutions and agencies with which they interact, this work illuminates the actions of the bureaucracy and gives it a human face.
