This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building. Traditional authority is a distinguishing feature in the landscape of contemporary Africa. It remains important in organising the life of the people at the local level despite modern state structures. And since the 1990's, African governments, international institutions and donor organisations have shown a renewed interest in it. As a result, a large number of African countries have enhanced or formalised the position of their chiefs. At the same time, however, this resurgence of traditional authority coincides with the wave of democratisation across sub- Saharan Africa, and many question the desirability and legitimacy of traditional authority in modern forms of governance.

This open access book introduces the theoretical frameworks and academic debates concerning sexual cultural practices and HIV/AIDS in Africa. In this comprehensive and original study, a distinguished specialist and scholar of African affairs argues that the current crisis in African development can be traced directly to European colonial rule, which left the continent with a "singularly difficult legacy" that is unique in modern history.Crawford Young proposes a new conception of the state, weighing the different characteristics of earlier European empires (including those of Holland, Portugal, England, and Venice) and distilling their common qualities. He then presents a concise and wide-ranging history of colonization in Africa, from the era of construction through consolidation and decolonization. Young argues that several qualities combined to make the European colonial experience in Africa distinctive. The high number of nations competing for power around the continent and the necessity to achieve effective occupation swiftly yet make the colonies self-financing drove colonial powers toward policies of "ruthless extractive action." The persistent, virulent racism that established a distance between rulers and subjects was especially central to African colonial history.Young concludes by turning his sights to other regions of the once-colonized world, comparing the fates of former African colonies to their counterparts elsewhere. In tracing both the overarching traits and variations in African colonial states, he makes a strong case that colonialism has played a critical role in shaping the fate of this troubled continent.
