Abstract

The European Union and culture explains why and how the European Union has started to intervene in the cultural policy sector - understood here as the public policies aimed at supporting and regulating the arts and cultural industries. It is the first comprehensive and theoretically informed account of the Communitarisation process of the cultural policy sector. Before 1992, no legal basis for EU intervention in the field of culture appeared in the Treaties. Member states were, in any case, reluctant to share their competences in a policy sector considered to be an area of national sovereignty

Abstract

"This book examines a hitherto under-researched aspect of the European Union's policy process - the extent and the nature of the involvement of central governments in the implementation of EU public policy. It discusses how the co-ordination of these institutions affects their capacity to shape the way in which the commitments that they make in Brussels are turned into concrete reality at the national level. It shows that the nature of their involvement in implementation reflects the pattern of their involvement in the formulation of EU policy. However, since implementation unfolds over long periods of time, its patterns can change over time. The author draws on empirical evidence regarding the liberalisation of public procurement to demonstrate how the institutions of central governments bring about change. Comparing the central governments of Greece, France and Britain over a twenty-five year period, the author demonstrates that - far from being the passive conduits of pressure emanating from the EU - the institutions of national central governments actively steer the implementation of EU public policy." Abstract

Leading historians and policy advisors explore the implications of incorporating historical sensibilities into key development policy issues. "If history matters for understanding key development outcomes then surely historians should be active contributors to the debates informing these understandings. This volume integrates, for the first time, contributions from ten leading historians and seven policy advisors around the central development issues of social protection, public health, public education and natural resource management. Where did the policy ideas underpinning these sectors come from? How did certain ideas, and not others, gain traction in shaping particular policy responses? How did the content and effectiveness of these responses vary across different countries, and indeed within them? Answering these questions requires incorporating historical sensibilities into development policy deliberations in ways that take seriously the importance of context, process, and contestation. Achieving this is not merely a matter of seeking to "know more" about specific times, places and issues, but recognizing the distinctive ways in which historians rigorously assemble, analyze and interpret diverse forms of evidence.
