Here she offers a new theory, "liberal nationalism," which allows each set of values to accommodate the other. Tamir sees nationalism as an affirmation of communal and cultural memberships and as a quest for recognition and self-respect. Histoire, économie, sociologie convergent dans l'analyse de Michel Quévit pour éclairer le véritable enjeu de la Belgique d'aujourd'hui. Derrière le conflit linguistique qui oppose les Flamands aux Wallons, se profile une question plus fondamentale : l'incapacité des États-nations à résoudre les problèmes économiques et sociaux des régions. La Wallonie - 3200000 habitants, 6e producteur d'acier d'Europe, vaste région agricole avec ses 785000 hectares - est à la recherche de son identité dans l'Europe des régions. Subissant une crise économique grave, abandonnée par les groupes financiers nationaux, elle est soumise à la tutelle d'un État national dominé depuis plus d'un quart de siècle par la classe dirigeante flamande, qui a su faire de la Flandre une "nation" dans l'État belge. Une analyse rigoureuse montre que si les Wallons veulent redresser leur Économie, ils doivent compter sur eux-mêmes, se définir des objectifs de développement, s'ouvrir vers le monde extérieur.
