This report is the first independent, substantive and public assessment of the progress of the African Union. ""Towards a People-Driven African Union: Current Obstacles and New Opportunities"" analyses the preparations of African Union member-states, the AU Commission and civil society organisations for the twice-yearly AU summits. The main finding is that despite some welcome new opportunities for participation, the African Union's vision of �an Africa driven by its own citizens� remains largely unfulfilled. The African Union (AU) has committed to a vision of Africa that is 'integrated, prosperous and peaceful - driven by its own citizens, a dynamic force in the global arena' (Vision and Mission of the African Union, May 2004). This guide is an effort to take up the challenge of achieving this vision. It is a tool to assist activists to engage with AU policies and programmes. It describes the AU decision-making process and outlines the roles and responsibilities of the AU institutions. It also contains a sampling of the experiences of those non-governmental organisations (NGOs) that have interacted with the AU.

The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself. This work is an introduction to the origins, law and institutions of the African Union (AU). It examines the evolution, structures, legal standards and operational activities of this Pan-African organization, which replaced the Organization of African Unity (OAU) 10 years ago. Although the AU came into being in 2001, so far there is no comprehensive work which addresses the institution, its organs and structures, the scope of its operations, its legal framework and the normative standards underpinning its objectives and functions or those underlying the conventions, charters and protocols it has enacted or inherited from its predecessor, the OAU. It is the aim of this work to fill that void. It has been conceived as a manual, and not as a scholarly treatise, so as to serve as a basic introduction to the institutional and legal framework of the AU and its affiliated organizations. It is meant to offer a concise and clear picture of the nature and workings of a continental institution aimed not only at promoting peace and unity in Africa but also at ensuring human security, development, human rights protection and good governance for the peoples of Africa.

This book examines the role of the African Union in relation to African agency in international politics. It examines the manner and extent to which the African Union exercises two forms of agencyshirking and slippagein its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AUs subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. Partnerships with NATO and the United Nations exhibit shirking, while that with the US AFRICOM exhibits slippage.

A comprehensive examination of the work of the African Union (AU), with special emphasis on its capacity to meet the challenges of building and sustaining governance institutions and security mechanisms. Samual Makinda and F. Wafula Okumu show how Africa and, in particular, the AU can effectively address the challenges of building and sustaining governance institutions and security mechanisms only if they have strategic leadership. They also analyze current debates on, and criticisms of, leadership in Africa and examines key options for overcoming the constraints that African leaders face. Core topics covered include: , the colonial policies of the European powers , the emergence of Pan-Africanism , the creation of the Organization of African Unity (OAU) in 1963 , the evolution of the OAU into the AU in 2002 , the AU's capacity to address poverty alleviation, conflict management and resolution, peace-building and humanitarian intervention. Debates on democratization, respect for the rule of law, political stability and related issues such as gender equality and environmental management, and how the AU might shape the continent's future directions are also closely examined. As governance and security in Africa have been internationalized and the AU is heavily dependent on the international community to fund its activities and construct its institutions, Makinda and Okumu explore the types of capacity building that Africa needs and suggest ways of pursuing the goal of African approaches' to governance and security through capacity building.
