Abstract

Why did Russia's all-out war against Ukraine come as such a surprise to the West? is a key question considered by this reflective and wide-ranging book. The book argues that Russia and the West were playing different games: while Russia under Putin had become obsessed with using hard power to restore the Cold War security architecture in Europe, the major Western powers had become equally obsessed with value promotion that would ensure a global triumph for the values of the West, touted as "universal values." The Russian play for spheres of interest was clearly defined and demarcated, the Western play for values was, by definition, without limits. Hence there could be no common ground, no constructive communication, and no common understanding. While Russia convinced itself that it would be successful in forcing the West to accept its claims for a new security order, based on hard power, Western governments deluded themselves into believing that value promotion would transform Russia into a liberal democracy and a rules-based market economy. Examining the full situation, exploring political, military, economic and business spheres, the book provides a deep analysis of how the present confrontation has come about.

The aftereffects of the February 2014 Uprising in Ukraine are still reverberating around the world. The consequences of the popular rebellion and Russian President Putin?s attempt to strangle it remain uncertain. In this book, Andrew Wilson combines a spellbinding, on-the-scene account of the Kiev Uprising with a deeply informed analysis of what precipitated the events, what has developed in subsequent months, and why the story is far from over. Wilson situates Ukraine?s February insurgence within Russia?s expansionist ambitions throughout the previous decade. He reveals how President Putin?s extravagant spending to develop soft power in all parts of Europe was aided by wishful thinking in the EU and American diplomatic inattention, and how Putin?s agenda continues to be widely misunderstood in the West. Abstract

Where is Ukraine going ? One of the largest and most populous states on the continent of Europe, ‘sandwiched’ between Russia and the EU, Ukraine is located in the centre of a European sub-region which has been characterised by great instability since the breakdown of the Soviet Union. As this Chaillot Paper endeavours to show, Ukraine itself has great potential to either stabilise or destabilise the region. Therefore, the question of Ukraine’s future orientation is of crucial importance for European security in general. The aftermath of the parliamentary elections on 30 September 2007 and the renewal of a coalition between the ‘Orange Forces’ in December seems to be an opportune time to reflect on this question. After a long period characterised by ambivalent policies vacillating between Russia and the Western community of states, a democratic upheaval swept away the corrupt regime of President Kuchma, and Ukraine embarked on a course towards Euro-Atlantic integration after the 2004 Orange Revolution. However, the post-revolutionary transformation did not go smoothly, with the new political leadership quickly becoming bogged down in domestic infighting. Internal crises and power struggles left the country practically without leadership between March and August 2006 and again between April and September/December 2007. This Chaillot Paper, edited by Sabine Fischer, brings together four perspectives on Ukrainian domestic politics and foreign policy. The first two chapters’ investigation into the causes of recent domestic crises and the role of single groups of actors (principally the Ukrainian oligarchs) provides an insight into the domestic intricacies of a country as complex as Ukraine. The third chapter takes stock of Ukraine’s relations with the EU three years after both sides declared swift rapprochement and the far-reaching Europeanisation of Ukraine to be their common goal, when the European Neighbourhood Action Plan was signed after the Orange Revolution. The final chapter focuses on how relations with Russia and its CIS neighbours remain a crucial dimension of Ukraine’s often ambivalent foreign policy, and examines the extent to which Ukraine has become, or has the potential to become, a force for stability in the region.

Abstract

In Ukraine and the Art of Strategy, Sir Lawrence Freedman provides an account of the origins and course of the Russia-Ukraine conflict through the lens of the theory and practice of strategy. That is, he explores Putin's near, medium, and long-term strategies when he decided to initiate the conflict. How successful has he been? In contrast to many who see Putin as a master operator who has resuscitated a supine Russia against all odds, Freedman is less impressed with his strategic acumen in terms of the long-term fallout. By exploring concepts such as coercive diplomacy, limited war, escalation and information operations, Freedman brings the story up to the present, where a low-level conflict between Ukrainian and breakaway rebel forces in the east grinds on, and illuminates the external challenges faced by the governments' involved.

Abstract

This book is the first to provide an in-depth understanding of the 2014 crisis, Russia's annexation of Crimea and Europe's only war between Russia and Ukraine. The book provides a historical and contemporary understanding behind President Vladimir Putin Russia's obsession with Ukraine and why Western opprobrium and sanctions have not deterred Russian military aggression. The book provides a wealth of detail about Russia's inability in the Tsarist Empire, Soviet Union and since 1991 in accepting Ukraine as an independent country and Ukrainians as a separate people, pointing to the sources of this unacceptance and Putin's obsession in Russian national identity. A post-imperial Russian civic identity grounded in the Russian Federation was unpopular and has been dwarfed by a far larger Russian 'imagined community.' Integration of Tsarist Russian historiography and White Russian émigré chauvinism prior to the 2014 crisis transformed and hardened Russian nationalist denial of the existence of Ukraine and Ukrainians. Ending Crimea's occupation and the Russian-Ukrainian war will meet obstacles from de facto President-for-life Putin and Russia's national identity towards Ukraine and Ukrainians

Abstract

This book assesses the competitive and contentious EU-Russia relationship in relation to Ukraine from 2010 to 2013, focusing on the important areas of trade, energy and security. The key issue explored is whether this relationship played any meaningful role in the deterioration of the situation in Ukraine since late 2013. The author begins by exploring the competitiveness of the triangular EU-Russia-Ukraine relationship before the crisis. He then examines the eruption of the Ukraine crisis in greater detail, with a particular focus on trade, energy and security. The book goes on to compare three theoretically and empirically informed medium-term scenarios for the future of the relationship. This research provides a wide-ranging snapshot of EU-Russia-Ukraine relations by comparing the foreign policies of the EU and Russia as well as examining the interplay of identity and perceptions on their foreign policy decision-making.

Abstract

D'Anieri explores the dynamics within Ukraine, between Ukraine and Russia, and between Russia and the West, that emerged with the collapse of the Soviet Union and eventually led to war in 2014. Proceeding chronologically, this book shows how Ukraine's separation from Russia in 1991, at the time called a 'civilized divorce', led to what many are now calling 'a new Cold War'. He argues that the conflict has worsened because of three underlying factors - the security dilemma, the impact of democratization on geopolitics, and the incompatible goals of a post-Cold War Europe. Rather than a peaceful situation that was squandered, D'Anieri argues that these were deep-seated pre-existing disagreements that could not be bridged, with concerning implications for the resolution of the Ukraine conflict. The book also shows how this war fits into broader patterns of contemporary international conflict and should therefore appeal to researchers working on the Russia-Ukraine conflict, Russia's relations with the West, and conflict and geopolitics more generally.
