Abstract

During the eight years of George W. Bush’s presidency America’s grand strategy changed. The terrorist attacks of 9/11 profoundly altered America’s view of the world. But the manner of Bush’s response to the attacks is the subject of controversy and his major foreign policy decisions, especially the invasion of Iraq, are now considered to have been misjudged by the majority of Americans. Whether Bush will be ultimately judged a failure or not, it is likely that some of the main policies associated with his name will be pursued by his successor – be he Democrat or Republican. The European Union is the closest ally of the United States. The Europeans and the Americans are linked to each other by historical, economic and political ties like no other powers in the world. America’s foreign policy reflects on the Europeans too, in the sense that Europeans are often associated with America’s foreign policy in the eyes of the wider world. Indeed, the outside world often makes no distinction between the US and the EU, simply branding the two as ‘the West’. However, the vast majority of Europeans disapproved of Bush’s foreign policy, especially his decision to invade Iraq, and transatlantic relations consequently suffered during his presidency. The end of the Bush era creates an opportunity for a new departure and a renewed dialogue between the EU and the US. But European expectations of the change that the new president will bring about are often unrealistic. This paper gives an account of Bush’s legacy and its impact on the next US administration’s conduct of foreign policy. It examines the ideology and policies that have characterised Bush’s administration and maps out the likely future orientation of America’s foreign policy. The paper focuses on US relations with Iraq, Iran and China, as well as touching on Europe and Russia.

Abstract

Modern presidents are usually depicted as party "predators" who neglect their parties, exploit them for personal advantage, or undercut their organizational capacities. Challenging this view, Presidential Party Building demonstrates that every Republican president since Dwight D. Eisenhower worked to build his party into a more durable political organization while every Democratic president refused to do the same. Yet whether they supported their party or stood in its way, each president contributed to the distinctive organizational trajectories taken by the two parties in the modern era. Unearthing new archival evidence, Daniel Galvin reveals that Republican presidents responded to their party's minority status by building its capacities to mobilize voters, recruit candidates, train activists, provide campaign services, and raise funds. From Eisenhower's "Modern Republicanism" to Richard Nixon's "New Majority" to George W. Bush's hopes for a partisan realignment, Republican presidents saw party building as a means of forging a new political majority in their image. Though they usually met with little success, their efforts made important contributions to the GOP's cumulative organizational development. Democratic presidents, in contrast, were primarily interested in exploiting the majority they inherited, not in building a new one. Until their majority disappeared during Bill Clinton's presidency, Democratic presidents eschewed party building and expressed indifference to the long-term effects of their actions. Bringing these dynamics into sharp relief, Presidential Party Building offers profound new insights into presidential behavior, party organizational change, and modern American political development.

Abstract

The attacks of 9/11 led to a war on Iraq, although there was neither tangible evidence that the nation's leader, Saddam Hussein, was linked to Osama bin Laden nor proof of weapons of mass destruction. Why, then, did the Iraq war garner so much acceptance in the United States during its primary stages? Mass Deception argues that the George W. Bush administration manufactured public support for the war on Iraq. Scott A. Bonn introduces a unique, integrated, and interdisciplinary theory called "critical communication" to explain how and why political elites and the news media periodically create public panics that benefit both parties. Using quantitative analysis of public opinion polls and presidential rhetoric pre- and post-9/11 in the news media, Bonn applies the moral panic concept to the Iraq war. He critiques the war and occupation of Iraq as violations of domestic and international law. Finally, Mass Deception connects propaganda and distortion efforts by the Bush administration to more general theories of elite deviance and state crime.

Abstract

The 2000 Presidential election ended in a collision of history, law, and the courts. It produced a deadlock that dragged out the result for over a month, and consequences--real and imagined--that promise to drag on for years. In the first in-depth study of the election and its litigious aftermath, Judge Posner surveys the history and theory of American electoral law and practice, analyzes which Presidential candidate ''really'' won the popular vote in Florida, surveys the litigation that ensued, evaluates the courts, the lawyers, and the commentators, and ends with a blueprint for reforming our Presidential electoral practices.The book starts with an overview of the electoral process, including its history and guiding theories. It looks next at the Florida election itself, exploring which candidate ''really'' won and whether this is even a meaningful question. The focus then shifts to the complex litigation, both state and federal, provoked by the photo finish. On the basis of the pragmatic jurisprudence that Judge Posner has articulated and defended in his previous writings, this book offers an alternative justification for the Supreme Court's decision in Bush v. Gore while praising the Court for averting the chaotic consequences of an unresolved deadlock.Posner also evaluates the performance of the lawyers who conducted the post-election litigation and of the academics who commented on the unfolding drama. He argues that neither Gore's nor Bush's lawyers blundered seriously, but that the reaction of the legal professoriat to the litigation exposed serious flaws in the academic practice of constitutional law. While rejecting such radical moves as abolishing the Electoral College or creating a national ballot, Posner concludes with a detailed plan of feasible reforms designed to avoid a repetition of the 2000 election fiasco.Lawyers, political scientists, pundits, and politicians are waiting to hear what Judge Posner has to say.
