Abstract

This dictionary of old occitan from Auvergne is based on about 200 original manuscripts pro-duced during the 1340-1540 period by consular, seigniorial and religious authorities of two regions of Haute-Auvergne (Mauriacois and Sanflorain in the present department of Cantal) characterized by a palatalized occitan (chabra, jausir). The editions of texts written in old occi-tan from Auvergne being rare (see references in the DOM) and often not reliable, it was neces-sary to work only on the original documents. This also allowed the discovery of many un-known manuscripts. The main part of the corpus constituting this dictionary comes from the city of Saint-Flour which kept the occitan language for administrative use until ca. 1540.This dictionary contains about 7,000 entries and more than 12,000 definitions representing words and expressions mainly of the juridical, commercial, artisanal and military domains. Words of the nature and wild life are less represented. All these terms are illustrated by one to several examples carefully edited. Many of these words and locutions are first occurrences. References to other publications dealing with old occitan (DOM, Lv, FEW, etc.) allow compari-sons with other dialects to be made. This dictionary, which differs from most of other dictionar-ies based on yet published texts, shows how a thorough study of the documents of a restricted area and period may improve our knowledge of old occitan.

Abstract

Following the end of the Cold War, the North Atlantic Treaty Organization (NATO) lost its long-time historical opponent, the Soviet Union, as well as its role in balancing against the Soviet-aligned Warsaw Pact. In response to these developments, NATO resolved to carve out a new role for itself as it moved into the 21st century. Considering NATO’s history, including its military orientation, and mindful of the divergence between various academic perspectives concerning the purpose of the North Atlantic Treaty Organization in the post-Cold War era, this thesis sought to study the nature of the security threats that NATO interacts with against the backdrop of the contemporary security environment, and how NATO addresses such threats, focusing on NATO’s role during the 2010s, specifically, while also setting out to gauge how European citizens look upon the future of security arrangements on the European continent. A collection of official NATO publications – consisting of NATO’s three post-Cold War Strategic Concepts, and the Secretary General’s Annual Reports published during the 2010s – and numerous Eurobarometer public opinion surveys – specifically, the 2010, 2015, and 2020 late-year editions of these surveys – were examined as part of a qualitative document analysis. In analysing the gathered data, the aim was to provide an answer to two main research questions and evaluate four hypotheses pertaining to NATO, as well as European citizens’ preferences concerning security and defence in Europe, while simultaneously attempting to assess the continued relevance of realist and liberalist strands of international relations scholarship. The findings indicate how, in line with liberalist international relations thought, the North Atlantic Treaty Organization currently engages considerably and primarily with modern and emerging non-state-based security threats, although, reflecting realist perspectives, it mainly addresses the threats it encounters through military means. NATO’s approach to security appears in line with European citizens’ preferences regarding security and defence, seeing as Europeans have expressed concern over non-state-based security threats during the 2010s. Nevertheless, ambiguity remains in relation to Europeans’ explicit opinions concerning their preferred approach in interacting with these threats.

Abstract

Since the beginning of the 21st century, the North Atlantic Treaty Organization (NATO) has moved its primary focus away from the traditional state-based threats on which it focused during the Cold War in favour of building an increased awareness of various non-traditional security threats. While NATO’s most recent Strategic Concept refers to the salience of such threats, high-profile NATO publications generally do not offer insights regarding NATO’s concrete engagement with security threats, such as natural disasters, that do not originate with hostile adversaries, and which do not include combat-related elements. Expanding on and drawing from my previous work, this paper centres around the involvement of NATO and its members in the disaster response and civilian crisis management domains. Performing a qualitative document analysis of various types of NATO publications and reports with the aim of answering a central research question and evaluating two hypotheses, and drawing from realist, liberalist, and structuralist theories concerning international relations and the role of international organisations, I sought to study the degree to which NATO, as an organisation, and its respective member countries have addressed various natural disasters and large-scale medical crises which unfolded on the European continent between the mid-2010s and early 2020s. Findings indicate how individual NATO countries, not the Alliance as a whole, seemingly carry the responsibility for undertaking disaster response activities, and, while NATO operates its Euro-Atlantic Disaster Response Coordination Centre, Allied states, in fact, appear to drive disaster response and crisis management efforts in a variety of bilateral and multilateral configurations.
