The ability of fuzzy systems to provide shades of gray between "on or off" and "yes or no" is ideally suited to many of today’s complex industrial control systems. The static fuzzy systems usually discussed in this context fail to take account of inputs outside a pre-set range and their off-line nature makes tuning complicated. We argue that China, with its long history, a relatively stable political system, and multiple regime changes, provides us an opportunity to investigate the political economy of administrative hierarchy. Using prefecture-level panel data and exploiting regime changes during AD1000-2000, we find that gaining and losing importance in the political hierarchy led to the rise and decline of different prefectures (measured by population density and urbanization). Moreover, political hierarchy shapes regional development via both political and market channels (reflected by public employment and transportation networks). More broadly, our study serves as new evidence on how politics shapes economic geography and offers a context to understand changes in economic activity location in the long run.

Scholars have argued that powerful individuals can exert influence on the path of a nation's development. Yet, the process through which individuals can have an effect on macro-level political economy outcomes remains unclear. This study uses the deadliest civil war in modern history, the Taiping Rebellion (1850-1864), to elucidate how one individual--Zeng Guofan--employed his personal elite networks to organize an army to suppress the rebellion, and how these networks would affect the nation's power distribution. Two findings stand out: (i) counties that already had more pre-war elites in Zeng's networks experienced an increase in soldier deaths after he took power; and (ii) post-war political power shifted significantly toward the home counties of these very elites, creating a less balanced national-level power distribution. Our findings highlight how micro-level elite networks can influence national politics and societal power distribution, shedding new light on the relationship between elites, war and the state.

Can ideas mobilize people into collective action? We provide a positive answer to this question by studying how exposure to the Communist ideology shaped an individual's choice to join the Chinese Communist Party (CCP) during the party's formative stage. The individuals we focus on are cadets at the Whampoa Military Academy, who subsequently fought in 20th-century China's most important wars. Our identification strategy exploits the locality-time-content variation in the circulation of the New Youth magazine--the major platform to promote Communism after the Treaty of Versailles in 1919--as well as the variation in an individual's location over time. By comparing the Whampoa cadets living in a locality with post-1919 New Youth available against those who had lived in the same locality but missed this channel, we demonstrate that the former were significantly more likely to join the CCP. In future political struggles, those whose party choice was more influenced by this ideology channel were less likely to quit the CCP and more likely to sacrifice their lives. Additionally, we document that family background cannot predict the party choice of these political pioneers but social networks can complement ideology exposure.
