Abstract

This book explores how professional and organisational cultures influence global public-private partnerships, which form a key element of global governance. Using case studies, the partnerships of three international government organisations – the International Telecommunication Union, Interpol and the International Centre for the Study of the Preservation and Restoration of Cultural Property – illustrate how partnerships are formed and operate in accordance with the accepted cultural beliefs, values and values associated with both profession and organisation. In brief, engineers create partnerships they are comfortable with, which are different in form and operation to those of police, which also differ from those of the conservator. This book will appeal to scholars of International Relations, global governance, organisational studies and public administration. It also conveys lessons for professionals at the international level in international government organisations, business and civil society who engage in, or want to engage in global public-private partnerships. Adam B. Masters holds a post-doctoral fellowship in the Research School of Social Sciences at the Australian National University (ANU). He is Deputy Director Governance of the Transnational Research Institute on Corruption, based at the ANU in Canberra, Australia. Dr Masters' research focuses on organised crime and corruption.

This book draws on examples from cannabis policy discourse and elsewhere to illustrate how individuals come to subscribe to a particular policy narrative; how policy narratives evolve; how narratives are employed in public policy discourse to compete with other narratives; and how, on implementation, the winning narrative is performed and subsequently institutionalized. Further, it explores how uncertainty and ambiguity are constants in public policy discourse, and how different factions and groups pursue different goals and aspirations. In the current climate of political reality, disputable facts and contestable goals, this book shows how different coalitions and ideologies use narratives to compete for policy dominance. Hugh T. Miller is a Professor at the School of Public Administration at Florida Atlantic University, USA. He is the author of Governing Narratives: Symbolic Politics and Policy Change (2012). His other books include Postmodern Public Policy and, with the late Charles Fox, Postmodern Public Administration.

Abstract

This book explains how transnational policy entrepreneurs have contributed to the transfer of the contested concept of ‘Policy Coherence for Sustainable Development’ (PCSD) in global policy. Tracing the processes by which the PCSD concept has been diffused in an international epistemic community linked to the EU and the OECD, the book offers new insights on international public administrations’ influence on global decision-making. It highlights the dynamic and multi-directional character of knowledge circulation in policy transfer. Drawing on case studies from France, the United Kingdom and Germany, the book contributes to current debates on sustainable development, revealing the role of actors and the logics behind ‘policy coherence’. Abstract

This book provides a framework for understanding the creation of public value in urban environments. The ability of cities to produce value is related to their capacity to generate meaningful resources for city residents and workers that enable them to craft meaningfulness in life and work. Meaningfulness and public value require new ways of leading and developing city governance. This extends to designing inclusive structures and processes for people to grapple with the meanings and values underpinning public value creation. A public value framework demands that city governance goes beyond ordinary government to considerations of how to involve city residents and workers in creating and maintaining the common good. The common good is determined by an inclusive associational life characterized by deliberative processes and opportunities for social contribution. When acting upon their entitlements to make the city, urban residents and workers - as members of diverse civic, public and private organizations - co-create the meanings that facilitate the collective action necessary to translate values into value. The experience of cooperating for the common good produces meanings that people can adopt into a sense that their lives have significance and purpose. This is particularly relevant to understanding how to motivate just and inclusive sustainability transitions, especially as cities recover from the Covid-19 pandemic. Focusing on cities and urban policy, the main theme of this book is to elaborate on public values for cities and city policies, and to further develop the concept of the meaningful city. Abstract

Could information and communication technology (ICT) become the transformative tool for a new style of global development? Could ICT promote knowledge-based, innovation-driven, and smart, adaptive, participatory development? As countries seek a way out of the present period of economic contraction, they are trying to weave ICT into their development strategies, in the same way organizations have learned to use ICT to transform their business models and strategies. This integration offers a new path to development that is responsive to the challenges of our times. In e-Transformation, Nagy Hanna identifies the key ingredients for the strategic integration of ICT into national development, with examples from around the world. He draws on his rich experience of over 35 years at the World Bank and other aid agencies to outline the strategic options involved in using ICT to maximize developmental impact—transforming public service institutions, networking businesses for innovation and competitiveness, and empowering communities for social inclusion and poverty reduction. He identifies the key interdependencies in e-transformation and offers a holistic framework to tap network effects and synergies across all elements of the process, including leadership, cyber policies, institutions, human resources, technological competencies, information infrastructure, and ICT uses for government, business, and society.
