Les villes européennes, souvent installées le long de fleuves ou sur des rivages maritimes, s'inquiètent de leur vulnérabilité aux inondations, un risque accru aujourd'hui par les dérèglements climatiques, la pression démographique et la compétitivité urbaine. La mise en valeur récréative et environnementale de ces rives par des projets urbains, en cherchant à mieux articuler la ville avec la présence de l'eau, entraîne des débats sur l'acceptabilité de ces aménagements potentiellement inondables. Entre prise en compte du risque et attractivité, de nouvelles stratégies innovantes voient le jour qui, tout en renforçant les techniques de prévention traditionnelles, proposent des dispositifs urbains et des modes de vie mieux adaptés à la présence de l'eau sur le territoire. Les exemples étudiés dans cet ouvrage, que ce soit à Rotterdam ou Dordrecht aux Pays-Bas, Hambourg ou Mayence en Allemagne, Dunkerque, Lyon, Marseille ou Toulouse en France, tout comme le regard de certains experts sur des cas plus lointains, témoignent de cette ambivalence. Ils montrent une forte capacité d'innovation de la part de ces villes pour gérer les ressources liées à l'eau, optimiser des stratégies fonctionnelles et temporelles d'aménagement du territoire, imaginer des dispositifs architecturaux et techniques résistants à l'eau, et mettre en valeur ces nouveaux paysages.

Perçues comme un moment exceptionnel et tragique de l’histoire des communautés anciennes, les catastrophes naturelles ne cessèrent, tout au long de l’Antiquité, de susciter l’étonnement, l’irraison et la peur. Elles furent l’objet de débats entre les défenseurs d’une opinion rationnelle, fondée sur la compréhension de l’harmonie et de la démesure du monde, et ceux qui, intrigués par la violence de tels phénomènes, en tenaient pour responsables les divinités. Il est néanmoins frappant de constater que les Grecs ne disposaient pas de mot pour désigner une catastrophe naturelle. L’enquête proposée ici repose donc sur une définition et un paradigme contemporains, l’étude des implications sociales qu’un aléa naturel impose aux sociétés. Loin de céder au fatalisme, les communautés surent s’adapter progressivement aux contraintes de leur environnement, tirèrent de ces expériences des enseignements au sujet des comportements à adopter et prirent des mesures efficaces afin de surmonter l’événement dévastateur. Les réactions populaires soulignent aussi la variété des attitudes face aux catastrophes : actes de bravoure ou de piété religieuse, évacuation des zones sinistrées, sollicitation des réseaux de voisinage, reconstruction des édifices ruinés. Ces réponses apportées au désastre révèlent les réalités quotidiennes dans les cités grecques. La catastrophe ne rompt ainsi pas le temps vécu, mais s’inscrit, au contraire, dans un processus historique de longue durée. Floods are of increasing public concern world-wide due to increasing damages and unacceptably high numbers of injuries. Previous approaches of flood protection led to limited success especially during recent extreme events. Therefore, an integrated flood risk management is required which takes into consideration both the hydrometeorogical and the societal processes. Moreover, real effects of risk mitigation measures have to be critically assessed. The book draws a comprehensive picture of all these aspects and their interrelations. It furthermore provides a lot of detail on earth observation, flood hazard modelling, climate change, flood forecasting, modelling vulnerability, mitigation measures and the various dimensions of management strategies. In addition to local and regional results of science, engineering and social science investigations on modelling and management, transboundary co-operation of large river catchments are of interest. Based on this, the book is a valuable source of the state of the art in flood risk management but also covers future demands for research and practice in terms of flood issues.
