Eeuwenlang was de Noordzee het toneel van woeste rooftochten. Zeelieden van allerlei slag plunderden erop los, al dan niet met het fiat van een koning, admiraliteit of handelscompagnie. Vanaf de renaissance maakten de wetboeken het onderscheid tussen erkende 'kapers' en vogelvrije 'piraten', maar aan dek van een zwaarbewapend fregat of een snelle kotter was het onderscheid allicht een stuk schimmiger: de kaper van de ene was vaak de piraat van de andere. Dit boek beschrijft voor het eerst de onstuimige geschiedenis van de zeeschuimers op en rond de Noordzee. Van Romeinse afvalligen en de beruchte Vikingen, via bendes Nederlandse watergeuzen en Britse Sea Dogs, tot Duinkerker kapers en napoleontische corsaires. Kleurrijk en avontuurlijk, maar wars van nationale oogkleppen en exotische clichés, wordt aangetoond hoe piraterij en kaapvaart lange tijd een wezenlijk onderdeel waren van de reguliere politiek en handel rondom de Noordzee.

It is widely believed that current disparities in economic, political, and social outcomes reflect distinct institutions. Institutions are invoked to explain why some countries are rich and others poor, some democratic and others dictatorial. But arguments of this sort gloss over the question of what institutions are, how they come about, and why they persist. They also fail to explain why institutions are influenced by the past, why it is that they can sometimes change, why they differ so much from society to society, and why it is hard to study them empirically and devise a policy aimed at altering them. This 2006 book seeks to overcome these problems, which have exercised economists, sociologists, political scientists, and a host of other researchers who use the social sciences to study history, law, and business administration. It presents a multi-disciplinary perspective to study endogenous institutions and their dynamics.

European dominance of the shipping lanes in the early modern period was a prelude to the great age of European imperial power in the nineteenth and early twentieth centuries. Yet in the present age we can see that the pre-imperial age was in fact more an 'age of partnership' or an 'age of competition' when the West and Asia vied on even terms.
