El'tsin's exit from the presidential stage provides an opportunity to assess the achievements of Russia's multi-faceted reforms, to explain the factors that have most shaped the reform process, and to identify the trends that are likely to continue under a presidential successor. This volume embodies such an effort. Its contents are the product of a conference held in May 1999 at the Federal Institute for East European and International Studies in Cologne, Germany. The institute convened an international group of scholars, representing a variety of academic approaches to the study of transition economies in general, and Russia in particular. The title of this volume has been taken from the overarching theme of the conference. "This book explores power in international relations, in a world characterized by the growing competition of major powers for smaller nations. Focusing on the major powers and smaller countries of Eurasia, it argues that power in international relations is different from coercion and is rather a social contract between a leader state and follower states where reciprocity is key and where leadership relationships cannot be adequately explained by focusing solely on the leader. It challenges the perception that genuine regional leadership is quite common, contending instead that it is rare; that much more often major powers make claims for leadership; and that regional leadership does not indicate the status of a particular state, but rather the social role of the leader, which is recognized by its followers, a role which is always relative and based on communication and constant interaction with followers. Documents the surprising role pharmaceutical science and technology has played in Russia's search for national identity over a century of political turbulence. Over the last one hundred years, the Russian pharmaceutical industry has undergone multiple dramatic transformations, which have taken place alongside tectonic political shifts in society associated with the rise and fall of the Soviet Union and the emergence of a post-Soviet order. Pharmapolitics in Russia argues that different versions of the Russian pharmaceutical industry took shape in a co-productive process, equally involving political ideologies and agendas, and technoscientific developments and constraints. Drawing on interviews, documents, literature, and media sources, Olga Zvonareva examines critical points in the history of the pharmaceutical industry in Russia. This includes the emergence of Soviet drug research and development, the short-lived neoliberal turn of the 1990s, and the ongoing efforts of the Russian government to boost local pharmaceutical innovation, which in turn produced a now widely shared vision of an independent and self-sufficient nation.
