The first scholarly book in English on Minitel, the pioneering French computer network, offers a history of a technical system and a cultural phenomenon.A decade before the Internet became a medium for the masses in the United States, tens of millions of users in France had access to a network for e-mail, e-commerce, chat, research, game playing, blogging, and even an early form of online porn. In 1983, the French government rolled out Minitel, a computer network that achieved widespread adoption in just a few years as the government distributed free terminals to every French telephone subscriber. With this volume, Julien Mailland and Kevin Driscoll offer the first scholarly book in English on Minitel, examining it as both a technical system and a cultural phenomenon. Mailland and Driscoll argue that Minitel was a technical marvel, a commercial success, and an ambitious social experiment. Other early networks may have introduced protocols and software standards that continue to be used today, but Minitel foretold the social effects of widespread telecomputing. They examine the unique balance of forces that enabled the growth of Minitel: public and private, open and closed, centralized and decentralized. Mailland and Driscoll describe Minitel's key technological components, novel online services, and thriving virtual communities. Despite the seemingly tight grip of the state, however, a lively Minitel culture emerged, characterized by spontaneity, imagination, and creativity. After three decades of continuous service, Minitel was shut down in 2012, but the history of Minitel should continue to inform our thinking about Internet policy, today and into the future.

Across the metropole, the colonies, and the wider eighteenth-century world, French children and youth participated in a diverse set of state-building initiatives, social reform programs, and imperial expansion efforts. Young Subjects explores the lives and experiences of these youth, revealing their role as active and vital agents in the shaping of early modern France.Through a set of regional case studies, Julia Gossard demonstrates how thousands of children and youth were engaged in the service of the state. In Lyon, charity schools cultivated children as agents of moral and social reform who carried their lessons home to their families. In Paris, orphaned and imprisoned youth trained in skilled trades or prepared for military service, while others were sent to the French colonies in North America as filles du roi and sturdy labourers. Young people from merchant families were recruited to serve as cultural brokers and translators on behalf of French commerical interests in the Ottoman Empire and Siam. In each case, Gossard considers how these youth played, negotiated, and sometimes resisted their roles, and what expressions of individual identity and agency were available to subjects under the legal control of others.As sources of labour, future taxpayers, colonial subjects, cultural mediators, and potential criminals, children and youth were objects of intense interest for civic authorities. Young Subjects refocuses our attention on these often overlooked historical subjects who helped to build France.

In The Sun King’s Atlantic , Jutta Wimmler reveals the many surprising ways in which the Atlantic world channeled cultural developments during the age of the Sun King. Although hardly visible for contemporaries at the time, Africa and America were omnipresent throughout early modern France: in the textile industry, pharmaceutics, medicine, scientific methods, religious discourse, and court theatre. The book moves beyond typical plantation crops and the slave trade to illustrate how a focus on Europe challenges us to rethink the place of Africa in the early modern world.

This book is a detailed and original look at the radical reorganisation of French heavy industry in the turbulent period between the establishment of the Vichy regime in 1940 and the creation of the European Coal and Steel Community (ECSC), the forerunner to the European Union, in 1952. By studying institutions ranging from Vichy’s Organisation Committees to Jean Monnet’s Commissariat Général du Plan (CGP), Luc-André Brunet challenges existing narratives and reveals significant continuities from Vichy to post-war initiatives such as the Monnet Plan and the ECSC. Based on extensive multi-archival research, this book sheds important new light on economic collaboration and resistance in Vichy, the post-war revival of the French economy, and the origins of European integration.

Communication is developed in our relation to others and in relation to what happens in the social context. It is therefore not neutral but mediates people's relationships and practices. Technological transitions, economical changes, medical advancements, environmental turbulence, political movements and other evolving circumstances influence public values that shape societies. It is important to analyse the situated meaning of these societal themes in everyday life, and the influence of public relations and strategic communication in this regard. Let's Talk Society - and the society we ́re talking about is in transition to a green and sustainable society, to an inclusive society, to an innovative and reflective society. What is our role as communication professionals in all of this? How can we foster public debate? This book addresses these challenges and offers some answers. The chapters from primarily European countries were selected from a large number of peer-reviewed contributions for the 2016 congress of the European Public Relations Education and Research Association hosted by Hanze University of Applied Sciences in Groningen.

This paper focuses on the corporate income tax (CIT) regime that features a high statutory rate but low revenue productivity, as well as a bias toward debt financing, ineffective size-dependent regimes, and inefficient tax incentives. Profit-insensitive taxes are comparatively high. Anti-tax-avoidance rules are strong, but risks to outbound profit shifting remain. Tax uncertainty is another concern. At the individual level, the system of taxing wealth and capital income is complex, with distortions from differential taxation across savings instruments. To address some of these issues and make the tax system more supportive of growth and job creation, the government plans to reduce the CIT rate, further cut the labor tax wedge, unify taxes on capital income, and narrow the wealth tax. Staff’s analysis suggests that complementing these reforms with measures to remove inefficient tax incentives, further reduce the debt bias, address disincentives to company growth, and streamline the taxation of long-term savings could enhance their impact on competitiveness, revenues, and growth.
