Abstract

The storming of the US Capitol building in January 2021 focused attention on the multiple threats facing contemporary liberal democracies. Beyond the immediate problem of Covid-19, the past two decades saw political polarization, a dramatic rise in inequality, global warming and other environmental threats, as well as the growth of dangerous cultural and political divisions. Western liberal democracies find themselves in the midst of what political theorists call a legitimation crisis: major portions of the population lack confidence in the ability of governments to address our most pressing problems. This distrust in government and traditional political parties opened the door to populist leaders and a rising tide of authoritarianism.Liberal democracies face major structural and normative challenges in the near future that require us to look beyond the traditional set of solutions available. Democracy in Crisis points back to the world's first democratic government, Ancient Athen.

Abstract

This is not a work of sociology; it is not based on polling of people's changing views; it is not a sub-Hayekian/Rawlsian analysis of the constitution; it is not a relation of the extended Marxist family; and it does not apply evolutionary perspectives. It has a Christian, often a Judeo-Christian, refrain but it is not harking back to a different era. It values the judgements and experience of the man and woman in the streets where most struggling households live; the role of 'experts' is considered alongside these. The issue of terminating life prematurely is emphasised as a profound moral consideration, which economic considerations alone cannot resolve, and is prior to consideration of the quality of our lives, fairness and redistribution. It is a plea for simplicity so that the ordinary citizen can comprehend proposals, an important form of fairness._x000D_ It flows from a fundamental objection to the unfairness of the prevailing political economic Zeitgeist of globalisation, a policy fully supported by the governing elites throughout Britain, the rest of Europe, and the United States. This policy has consciously increased inequality to the benefit of the elites and justified this by the purported benefits for all classes in society. The objections of the lesser-educated, lower-earning, under-skilled workers have been discounted as arising from 'populism', which often seems to mean holding uneducated, prejudiced and intemperate opinions, a 'racist' nationalism, and a lack of appreciation of the benefits of globalisation for all including those non-compliant. This further corrodes relations with our political government which have become permeated by a profound distrust, one product of which was the Brexit breakout that the ruling groups attempted to thwart at great cost to their democratic legitimacy. UK citizens perceive ambiguity and dissembling as systematic and deliberate misrepresentation. Party politicians routinely mislead for party advantage, clothed in the rhetoric of beneficence and a more generous offering than the other parties. This fiscal dishonesty follows from their priority for the most effective presentation of vote-winning promises, rather than responsible policies, which have slipped the mooring of transparently balanced budgets. It cannot be readily fitted into the Left Wing or Right Wing categories that assist academic and commentariat simplifications.

Abstract

This book explores the thinking of Canadian federal public service senior executives through conversations. The transformation of the environment and of the institutional order has created quite a challenge: maintaining some sort of adequacy between these evolving realities and the frames of reference in use by public sector executives. Complexity is often nothing more than a name for a new order calling for a new frame of reference, and the reluctance to abandon old conceptual frameworks is often responsible for fundamental learning disabilities. Through a series of conversations with Canadian federal senior executives about more and more daunting problems - from coping with an evolving context, to engaging intelligently with a new modus operandi, to trying to nudge and tweak programs in order to correct toxic pathologies, to reframing perceptions and redesigning organizations to meet the new challenges-weaknesses of the capabilities of the Canadian federal executives to respond to current challenges were revealed, and suggestions made about ways to kick start a process of refurbishment of these capabilities.

Abstract

The ubiquitous collection, use, and sharing of data that power today's economies challenge existing governance frameworks and policy approaches. Drawing on the extensive research and analysis conducted at the OECD on data governance, on countries' policies and practices, and the OECD legal instruments in this area, the Going Digital Guide to Data Governance Policy Making supports policy makers in navigating three fundamental policy tensions that characterise efforts to develop, revise, and implement policies for data governance across policy domains in the digital age.

Abstract

The two dominant conceptions of political economy are based on either reducing political decisions to rational-choice reasoning or, conversely, reducing economic structures and phenomena to the realm of politics. In this book, Adrian Pabst and Roberto Scazzieri contend that neither conception is convincing and argue for a fundamental rethinking of political economy. Developing a new approach at the interface of economic theory and political thought, the book shows that political economy covers a plurality of dimensions, which reflect internal hierarchies and multiple relationships within the economic and political sphere. The Constitution of Political Economy presents a new, richer conception of political economy that draws on a range of thinkers from the history of political economy, recognising the complex embedding of the economy and the polity in society. Effective policy-making has to reflect this embedding and rests on the interdependence between local, national, and international actors to address multiple systemic crises.
