Abstract

This book discusses the effectiveness of international development programs in African informal settlements (slums). It also represents the voices of slum dwellers and how they view the programs offered. With over 60% of Africans living in slums, the book intends to foster dialogue among development professionals to determine how to improve service to their clients, people experiencing extreme poverty. This book examines the critical thinking disconnect between development professionals and slum dwellers. It enables practitioners, professors, and their students to investigate the gap between the types of development programs offered versus what is most beneficial to reduce extreme poverty in slum communities. With a sample of 500 residents from Mukuru Slum in Nairobi, Kenya, and 100 development professionals with expertise in poverty reduction in slums, this book sheds light on the similarities and differences between various programs. Most importantly, this book provides a theoretical way forward (The Theory of Extreme Poverty Reduction) based on Freirean pedagogy to stimulate discussion on how to program new strategies for authentic dialogue with slum dwellers that leads to the critical consciousness necessary for successful poverty reduction.

Abstract

Over the last ten years, several EU-US agreements have been concluded on issues like mutual legal assistance, personal data exchanges or transfers of financial data. The trend towards increasing transatlantic integration in the security domain has seen the emergence of new policy instruments which have often been criticised for their lack of transparency and accountability. This has given rise to a serious debate concerning data protection and civil liberties. The transatlantic debate that has accompanied the development of homeland security policies in the post 9/11 context is therefore focused on the two poles of liberty and security, and how to achieve a balance between them. The tenth anniversary of the 9/11 terrorist attacks in New York and Washington D.C. offers a good opportunity to re-examine this dichotomy. This Chaillot Paper, edited by Patryk Pawlak and with a preface by Gilles de Kerchove, examines transatlantic security cooperation in a broader context and highlights new policy avenues worth exploring. The contributions in part one of the volume focus on the extent of bilateral EU-US cooperation at various levels, while part two provides an insight into how the transatlantic security agenda is implemented beyond the Euro-Atlantic territory.

Abstract

Omniprésente mais constituant un phénomène qui échappe souvent à notre perception, la standardisation a pour objet la production de normes de référence destinées aux biens, produits, services et processus. Portant en apparence sur des matières techniques et s’enrobant d’une volonté de neutralité politique, la standardisation couvre toutefois des pans de plus en plus larges des activités humaines. Son influence est d’autant plus significative lorsqu’elle devient internationale, compte tenu de l’espace de production des standards ou de leur portée.Les problèmes juridiques qu’elle soulève sont d’autant plus complexes et nombreux lorsqu’elle est élaborée par des instances composées de personnes privées, que ce soit parce que l’État, impuissant face aux forces du marché, préfère se reposer sur des acteurs privés ou que ces derniers comblent le vide laissé par les autorités publiques. En ce sens, au-delà des problèmes de légitimité démocratique qu’elle soulève, la standardisation internationale privée constitue un processus d’influence économique qui nous invite à repenser les rapports entre l’État, le droit et le marché, tout autant qu’elle permet au juriste d’explorer de nouvelles formes de normativité.

Abstract

How can India and the EU expand their relationship from its current economic dimension to a broader, security-based dimension? Why is this not happening in spite of expressed willingness and the clear reciprocal benefits that would ensue? Is there a lack of frank dialogue on sensitive areas, or is there a more general lack of mutual understanding? The various Indian and European contributors to this volume -- the result of long-standing collaboration between the Indian Council of World Affairs (ICWA) and the European Union Institute for Security Studies (EUISS) -- assess incipient progress and explore ways to advance India-EU relations in the bilateral and multilateral dimensions of the Strategic Partnership. Although it was launched in 2004, a consensus emerges that such a partnership cannot be called strategic as yet. Continuing discussion and analysis of pressing issues is thus necessary in order to facilitate a breakthrough. This book contains detailed proposals for widening the scope of cooperation to both traditional and non-traditional security issues, such as counter-terrorism, security sector reform in third countries and energy. It also explores the potential for India and the EU to reach consensus in international governance forums, with particular emphasis on economic governance, as well as prospects for effective interregional cooperation on the main global security issues, such as peacekeeping and maritime security.
