"In 1933, the United States was struggling to survive the Great Depression. Pres. Franklin D. Roosevelt promised a "New Deal" to put the nation back to work. The Civilian Conservation Corps (CCC) was launched in Virginia's Blue Ridge Mountains, where the first camp, Camp Roosevelt, was built. The CCC was widely acclaimed as the most popular of Roosevelt's programs. In Virginia, CCC workers built Shenandoah National Park, the Blue Ridge Parkway, the first six state parks, and more. Despite the program's success, senators form Virginia led the Congressional effort to kill the CCC in 1942.: --

Abstract

Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution,' such as artificial intelligence, autonomous systems, 'big data,' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military-civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries - the United States, China, India, and Israel - are attempting to use MCF to support national military-technological innovation. Abstract

The military coup that brought General Pervez Musharraf to power as Pakistan's tenth president resulted in the abolition of a century-old sharecropping system that was rife with corruption. In its place the military regime implemented a market reform policy of cash contract farming. Ostensibly meant to improve living conditions for tenant farmers, the new system, instead, mobilized one of the largest, most successful land rights movements in South Asia--still active today. In The Ethics of Staying, Mubbashir A. Rizvi presents an original framework for understanding this major social movement, called the Anjuman Mazarin Punjab (AMP). This group of Christian and Muslim tenant sharecroppers, against all odds, successfully resisted Pakistan military's bid to monetize state-owned land, making a powerful moral case for land rights by invoking local claims to land and a broader vision for subsistence rights. The case of AMP provides a unique lens through which to examine state and society relations in Pakistan, one that bridges literatures from subaltern studies, military and colonial power, and the language of claim-making. Rizvi also offers a glimpse of Pakistan that challenges its standard framing as a hub of radical militancy, by opening a window into to the everyday struggles that are often obscured in the West's terror discourse.

Abstract

"Hispanics are less represented in the federal government workforce than in the U.S. civilian labor force, and they are particularly underrepresented in the U.S. Department of Defense (DoD) civilian workforce. Although previous analyses have demonstrated that Hispanics are underrepresented in DoD, research has not yet considered employment barriers for Hispanics across DoD agencies. In this report, the authors provide information that might help DoD address Hispanic underrepresentation in its civilian workforce. They examine trends in Hispanic employment in the DoD, non-DoD federal, and civilian workforces. They also explore whether DoD labor-force characteristics might account for Hispanic underrepresentation in DoD. In addition, the authors examine observed trends in job applicants and applications to DoD. They also present findings from interviews that they conducted with DoD hiring managers and supervisors and representatives of Hispanic-serving institutions. They conclude with recommendations for DoD to consider as part of its efforts to address Hispanic underrepresentation in the DoD civilian workforce"--Publisher's description.

Abstract

Military enterprises, ostensibly set up to feed and supply soldiers, were some of the earliest and largest Burmese commercial conglomerates, established in the 1950s. Union Myanmar Economic Holdings Limited (UMEHL) and Myanmar Economic Corporation (MEC) are two profit-seeking military enterprises established by the military after the dissolution of the Burma Socialist Programme Party in 1988, which remain central players in Myanmar's post-2011 economy. Military conglomerates are a major source of off-budget revenue for the military and a main employer of retired soldiers. Yet few veterans receive more than a small piece of the profits from UMEHL. The vast bulk of formal dividends instead disproportionately benefit higher ranking officers and institutions within the Tatmadaw. Military capitalism entrenches the autonomy of the Tatmadaw from civilian oversight. Despite this, obligatory or semi-coerced contributions from active-duty soldiers are a source of cash flow for UMEHL, effectively constituting a transfer from the government budget to the military's off-budget entities. The most significant source of livelihoods support for most veterans is the service pension dispersed by the Ministry of Finance and Planning (MoPF). Despite delivering suboptimal welfare outcomes for most soldiers and veterans while eroding the legitimacy of ceasefires, successive governments since 1988, including Aung San Suu Kyi's National League for Democracy (NLD) administration, have entrenched military capitalism by encouraging commercial activities of armed groups that enter into ceasefire agreements. Extending military pensions already paid by the Ministry of Planning and Finance to retired members of armed groups could deliver a far more consistent and tangible "peace dividend" than the commercial extraction of resources from ceasefire areas. More balanced civil-military relations, and fairer social outcomes for military personnel, will rely on civilian-led state institutions delivering effective and substantive welfare support beyond the commercially oriented welfare arrangements of military conglomerates.
