This report derives from a seminar on "The impact of the EU Police Mission in Bosnia and Herzegovina from 2002-2012", organised jointly by the EU Police Mission (EUPM) and the European Institute for Security Studies, that took place in Sarajevo on 7-8 June 2012. The event marked 10 years of EU civilian crisis management in the Western Balkans and sought to examine the impact of the EUPM in Bosnia and Herzegovina and assess the lessons learned for the future of the Common Security and Defence Policy (CSDP).

Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Since 2003, EU military and civilian crisis management has emerged as a new field in European Security and Defence Policy (ESDP), also claiming a place high on the political agenda. This book evaluates the EU's first such operations in the Western Balkans, focusing on lessons learned in the military and police missions to Bosnia and Herzegovina and to Macedonia. The authors have conducted their research both in Brussels and in the field. The evaluations place these operations in political and institutional perspectives, and highlight not only successes but also the shortcomings that will need to be addressed in the years ahead. The relevance of the book is heightened by the increasing number of crisis management missions that the EU is being mandated to take up worldwide, in Africa and Asia as well as the Western Balkans, with major challenges ahead in a police mission in Afghanistan and an impending rule of law mission in Kosovo.

This paper explores Albania’s current account (CA) deficit that improved in 2016, but remains sizable. The EBA-Lite model results indicate that the external position is moderately weaker than implied by fundamentals and desirable policy settings. Adjusting for Albania’s specific circumstances, the current account gap is estimated at -1.0 percent and the real effective exchange rate is overvalued by about 6 percent, reflecting Albania’s low national saving and large FDI inflows. Though Albania has benefitted from the recent tourism boom in the region, the outlook for exports remains challenging. Despite its cost competitiveness, exports are narrowly concentrated in a few low-value added sectors while new investments in the nonenergy tradable sector are limited. To close Albania’s competitiveness gap and strengthen its external position, the authorities should complete key infrastructure projects to reduce transportation costs and address energy sector reliability; increase domestic savings; improve governance and the rule of law; and raise labor market efficiency by reducing skills shortages.

This Technical Assistance report on Albania focuses on: compiling and disseminating flow-based monetary and financial statistics (MFS) for the central bank, other depository corporations (ODCs), and other financial corporations (OFCs); compiling and disseminating quarterly financial accounts by institutional sectors; and developing a from-whom/to-whom matrix for financial instruments. The mission reviewed the quality of Albania’s flow-based MFS, sectoral financial accounts and balance sheets, and provided technical guidance to improve their quality. The Monetary Policy Committee has requested flow-based monetary statistics as an additional vehicle to understand money and credit developments in the Albanian economy. Similarly, financial accounts by sector and financial balance sheets are considered increasingly important for analysis of financial stability and other macroeconomic developments. The mission also recommended that the BOA begins compiling quarterly sectoral financial accounts and balance sheets by mid-2021 starting with data from the first quarter of 2017.

In this historical monograph on non-urban communist Albania, Artan Hoxha discusses the ambitious development project that turned a swampland into a site of sugar production after 1945. The author seeks to free the history of Albanian communism from the stereotypes that still circulate about it with stigmas of an aberration, paranoia, extreme nationalism, and xenophobia. This micro-history of the agricultural and industrial transformation of a zone in southeastern Albania, explores a wide range of issues including modernization, development, and social, cultural, and economic policies. In addition to analyzing the collectivization of agriculture, Hoxha shows how communism affected the lives of ordinary rural people. As elsewhere in the Communist Bloc, the Albanian regime borrowed developmental projects from the past and implemented them using social mobilization and a command economy. The abundant archival resources along with interviews in the field attest to the authorities’ efforts to increase consumption and to radically transform people’s tastes. But the book argues that despite the repressive environment, people involved in the sugar project were not simply passive receivers of models from the nation's capital. The author also describes that—in defiance of Cold War bipolarity—technological requirements and social policy considerations required a degree of engagement with the broader world.--
