Abstract

Children and youth migrating ' whether between or within countries and whether accompanied by their relatives or not ' have become a recognized part of today's global and mixed migration flows. Nevertheless, in research and policy debates, the migration of children and youth is considered a new area of concern and focus. Information on children who are migrating is consequently little reflected in global debates on migration. Often, academic and policy discussions tend to represent children as passive victims of exploitation, possibly even including trafficking situations, coerced to move and work in exploitative situations. However, recent research and policy approaches to unaccompanied migrant children are revealing and addressing the varying experiences of children migrating ' both positive and negative. Independent child migration is not necessarily an exploitative or damaging experience for children, but rather a multidimensional phenomenon. Children can be actively involved in the decision-making process regarding their future, including the decision to continue their education, to work or to combine both. Nonetheless, policy responses to support these unaccompanied migrant children are fragmented and inconsistent, and the lack of subject-specific expertise is a persisting problem. In line with the increased attention paid to child migration as part of a larger phenomenon of family migration, transnational families and family reunification, the work of IOM has substantially grown in relation to providing assistance to children on the move, particularly those who are unaccompanied. As a global agency working on migration, it is of major importance for IOM to strengthen and support coherent approaches to unaccompanied migrant children. Abstract

This volume is intended to be the first of an annual series, which will aim to provide the reader with regularlyupdated qualitative assessments on the changing nature and dynamics of environmental migration throughout the world. The idea for it stemmed from the course «Environment and Migration», taught at the Paris School of International Affairs (PSIA) of Sciences Po. The course, which is thought to be the first of its kind in the world, examines the complex relationship between environmental change and migration flows. For their final assignment, students were asked to select and analyse a case of environmental migration, be it a sudden and violent natural disaster or a slow-onset environmental degradation. The best of these papers have been selected and edited, and are presented in this volume. Most of them constitute the first detailed analyses of the migration flows that were induced by some of the most dramatic events oof 2010, paving the way for future scholarly works. Abstract

In 2013, a second High-level Dialogue on International Migration and Development (HLD) will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a person’s well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a person’s quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data – the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a highincome country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South.
