La démarche de Georges Baines s'est développée depuis le début des années 1950 dans trois domaines principaux : les habitations familiales, les bâtiments publics et un ensemble très particulier, qui recoupe les deux premiers, de restaurations d'oeuvres d'architectes modernes comme Victor Horta et Henry van de Velde, Le Corbusier ou Auguste Perret. Cet éventail s'élargit toutefois à des travaux de plus petites ou de plus grandes dimensions, à savoir une série d'aménagements intérieurs et des études d'urbanisme. Dans chaque projet, quelle que soit sa taille, interfèrent la petite et la grande échelle, l'architecture naissant à la conjonction de cas d'espèce et d'idées philosophiques. Du recoin d'habitation au fragment de ville, Baines a développé une activité au langage architectonique cohérent, assumant de manière entreprenante et personnelle un héritage direct, celui de l'architecture moderne de l'Interbellum dans sa résonance la plus cultivée et dans sa convergence avec les arts plastiques. La logique de sa démarche et sa fidélité à une dialectique de l'épure et de l'agencement complexe n'ont d'égale qu'une poétique savante des plaisirs visuels et kynesthésiques, soucieuse des personnes et des situations, préoccupée de rencontrer des désirs et de susciter du bien-être, par des moyens dénués d'emphase et contrôlés par une raison dialectique généreuse. Georges Baines occupe en Belgique une position charnière entre la génération de Renaat Braem ou de Roger Bastin et l'ensemble très riche de la jeune architecture flamande aujourd'hui reconnue internationalement ; sans oublier un récent réveil en Belgique francophone, que soutient Baines. Son travail, il faut le souligner, est resté fidèle à ses principes éthiques et formels de base, alors que les années quatre-vingt voyaient proliférer un courant postmoderniste, avec retours aux archétypes et accents néoclassiques.
