In 2009 werd voor het eerst met objectieve cijfers aangetoond wat al enkele jaren werd vermoed: er dreigt een capaciteitsprobleem in het onderwijs. De natuurlijke bevolkingsgroei en de migratie van jonge gezinnen naar de stad hebben ervoor gezorgd dat de vraag naar onderwijs op enkele jaren tijd exponentieel toenam. Om het capaciteitsvraagstuk zo geïntegreerd mogelijk aan te pakken, heeft de stad de noodzaak tot uitbreiding van haar scholenpatrimonium aangegrepen om de scholen die ze in haar bezit heeft, te opwaarderen, te herstructureren en te clusteren. De stad wil haar scholen onderbrengen in duurzame onderwijscampussen die een hedendaagse pedagogische visie kunnen ondersteunen. Om de potenties van onderwijscampussen in de stedelijke, Antwerpse context nader te onderzoeken hebben Stad Antwerpen en Autonoom Gemeentebedrijf Stedelijk Onderwijs een samenwerkingsverband met de architectuuropleiding van de Associatie Universiteit & Hogescholen Antwerpen opgezet. Sinds 2008 staat binnen deze samenwerking het onderzoek naar de implementatie van het campusmodel in de stad centraal.'School in de stad, stad in de school' is gegroeid uit dit onderzoek. Het boek is een sensibiliserend instrument geworden voor diverse actoren betrokken bij scholenbouw. Het kaart nieuwe denkpistes en opgaven aan en wil opdrachtgevende instanties, architecten en studenten inspireren.

The United States has about $10.5 trillion tied up in aging school facilities. School districts throughout the country spend about $30 billion every year keeping this infrastructure going. Cahier#2 van Vlams Bouwmeester neemt de ambitieuze inhaaloperatie in de scholenbouw als uitgangspunt om een duidelijker beeld te geven van de mogelijkheden en kansen die kunst in opdracht in een schoolse context kan genereren. De visie dat een school veel meer is dan een onderwijsinstelling, staat hierbij centraal. Een school staat niet op zichzelf en is zeker geen eiland. Het is een ontmoetingsplaats, een inspiratieoord waar mensen elkaar tegenkomen en in interactie treden maar zich ook kunnen terugtrekken indien nodig of gewenst. Een school moet bovendien bekeken worden vanuit een geïntegreerde visie waarbij niet alleen rekening gehouden wordt met het pedagogische en educatieve aspect, maar zeker ook met het inspirerende karakter ervan. Een schoolgebouw dat saaiheid en grijsheid uitstraalt, slaagt er moeilijk in leerlingen en hun ouders te enthousiasmeren. In deze visie is er onmiskenbaar ruimte voor kunstprojecten die de school en de omgeving er rond verrijken.
