Abstract

This publication presents the current migration policy debates in Asia, which are largely influenced by recent macroeconomic and labour market developments in the region. It analyses post-crisis trends in migration flows and the employment of foreign workers. Particular attention is paid to promoting social integration of foreign workers and to combatting illegal employment in the context of the reviving Asian economies. The book provides individual reviews of recent developments in migration trends and policies in Australia, China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, the Philippines, Singapore and Thailand. Details, statistics and information on labour migration enable meaningful cross-country comparisons.

Abstract

OECD's 2000 review of regulatory reform in Korea. It finds that at the end of 1997, Korea suffered one of the worst economic crises ever experienced by an OECD country. An ambitious programme of regulatory, financial, and structural reforms, among the most far-reaching efforts at reform of regulation undertaken in OECD countries, was key to the strong economic recovery in 1999 and 2000. This programme not only stabilised the crisis, but also helped recreate the foundations for future sustainable growth. The Korean experience can be useful to other countries seeking to boost market-led growth. Reforms now are moving Korea from a highly interventionist and authoritarian model of economic development to a market oriented and open model based on values of consumer choice, democracy, and rule of law. Yet the job is far from finished. The web of government intervention has been only partly reformed, and many important issues are still to be tackled. Consistent progress on regulatory reform will be crucial to sustainable growth in Korea for several years to come. Korea is among several OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This Review presents an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. It also contains chapters on sectors such as electricity and telecommunications, and an assessment of the macroeconomic context for reform. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Abstract

Accompanying a sustained period of economic growth, the flows of labour migrants between the economies of East and South-east Asia grew considerably prior to the recent crisis. These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected? These questions are examined in this publication, which identifies the impact of the Asian financial crisis on labour migration and the conditions of migrant workers in the region. In addition to keynote reports on the origins of the crisis and its policy implications, individual case studies on China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, the Philippines, Singapore and Thailand present detailed analyses of labour migration, the employment of foreign workers and the recent changes in migration policies.

Abstract

The 18 members of the Asia-Pacific Economic Cooperation Council (APEC) encompass not only a wide geographic area but also broad differences in stages of economic development, including among them some of the fastest- growing economies in the world. Such rapid growth has been ficilitated by high levels of investment and trade, international linkages, and, in most APEC economies, macroeconomic policies that have sustained growth while not sparking excessive inflation. This study offers insights about how medium and long-term changes in real exchange rates have affected international (and intra-APEC) trade and investment in the region.
