O presente livro trata de compreender o conceito de governança territorial e propor uma comparação do funcionamento de governança encontradas em São Paulo com as similares praticadas nos estados de Minas Gerais e Bahia, a partir de uma análise precisa, documentada, circunstanciada e atualizada da situação, para debater as estratégias adotadas e os desafios encontrados nesses estados, com foco na coordenação subnacional de processos desiguais de desenvolvimento local e regional, que se esperava fossem integrados e sustentáveis.
