O presente livro trata de compreender o conceito de governança territorial e propor uma comparação do funcionamento de governança encontradas em São Paulo com as similares praticadas nos estados de Minas Gerais e Bahia, a partir de uma análise precisa, documentada, circunstanciada e atualizada da situação, para debater as estratégias adotadas e os desafios encontrados nesses estados, com foco na coordenação subnacional de processos desiguais de desenvolvimento local e regional, que se esperava fossem integrados e sustentáveis. Ao valorizar as entrevistas e ouvir os posicionamentos de técnicos de secretarias estaduais e municipais, mormente dos atores sociais e agentes econômicos sobre a efetiva participação dos agentes na governança, este livro pode contribuir para uma avaliação menos dicotômica entre forças e fraquezas, avanços e retrocessos, na medida em que permite enfatizar a complexidade em torno de projetos distintos de desenvolvimento que se entrecruzam nas diferentes modalidades de governança estudadas.
