This monograph analyzes published Chinese and Western sources about current and future capabilities and employment concepts of the People's Liberation Army Air Force (PLAAF). It describes how those capabilities and concepts might be realized in a conflict over Taiwan, assesses the implications of China implementing them, and provides recommendations about actions that should be taken in response.

Because Kansas has been called “the leading Midwestern Populist state,” and the Midwestern phrase was the principle one of this significant movement in American history, this first comprehensive history of the Kansas People’s party, its leaders, and their thoughts and actions is an important addition to Populist historiography. Through this study of the leadership, as well as a complete and personal background analysis of the Populist and Republican members of five Kansas legislatures, the author helps to place Populism within its proper historical context.Although Kansas Populism is shown to have had a retrogressive strain, the pervasive force of the movement is revealed as a constructive and progressive response to the technological achievements that had revolutionized agriculture and industry over the course of the nineteenth century. Their answers were not always commendable, but the Populists were the first political activists to come to grips in an effective manner with the problems created by the continuing economic revolution that uniquely characterizes modern history, and they were “intent on demonstrating, apparently, that the purification of politics was not an iridescent dream.” In the dialogue which they conducted, in the program which they advance, they assisted in launching a progressive quest that continues in our own time.Undertaken with the objective of testing recent controversial interpretations of the Populist movement, this book, according to one reader, “far surpasses” studies of Populism in other states “done long ago and innocent of modern methods.” It contains passages “almost epigrammatic in their perceptiveness” and is notable for the author’s “fairness in dealing with the evidence.” In fact, the breadth of research and the extensive annotation and bibliographical material included make this volume an important source in itself.

This book proposes a new institution -- the 'People's Forum' -- to enable democratic governments to effectively address long-running issues like global warming and inequality. It would help citizens decide what strategic problems their government must fix, especially where this requires them to suffer some inconvenience or cost. The People's Forum is first based on a new diagnosis of government failure in democracies. The book tests its own analyses of government failure by seeing whether these might help us to explain the failures of particular democracies to address (and in some cases, to even recognize) several crucial environmental problems. The essential features of a new design for democracy are described and then compared with those of previous institutional designs that were also intended to improve the quality of democratic government. In that comparison, the People's Forum turns out to be not only the most effective design for developing and implementing competent policy, but also the easiest to establish and run. The latter advantage is crucial as there has been no success in getting previous designs into actual trial practice. It is hoped that this book may inspire a small group to raise the money to set up and run the People's Forum. Then, as citizens see it operating and engage with it, they may come to regard the new Forum as essential in helping them to deliberate long-running issues and to get their resulting initiatives implemented by government. Smith also discusses how the People's Forum must be managed and how groups with different political ideologies may react to it. An Afterword sets out the method by which this design was produced, to help those who might want to devise an institution themselves. The new concepts in environmental science that the book develops to test its diagnosis are applied in an Appendix to outline crucial options for the future of Tasmania. Similar options apply to many countries, states and provinces. As indicated above, those choices are currently beyond the capacity of democratic governments to address and in some cases, even to recognize. But the People's Forum may lift them out of that morass.

The jurisprudence of the African Commission on Human and Peoples' Rights has widely recognised the right to life as a foundational right. Without the right to life, other rights cannot be implemented. The Commission adopted General Comment No.3 on the African Charter on Human and Peoples' Rights on the right to life (Article 4) during its 57th Ordinary Session, held in Banjul, The Gambia, in November 2015. It is designed to guide the interpretation and application of the right to life under the Charter and to ensure its coherent application to a range of situations, including its implementation at the domestic level. The General Comment does not put in place new standards or highlight best practices but rather sets out the Commission’s perspective on dimensions of this universally recognised right. About the publication The year 2016 was declared by the African Union as the African ‘Year of Human Rights with Particular Focus on the Rights of Women’ to commemorate and celebrate significant milestones in the realisation of human rights on the African continent. The year marks the 35th anniversary of the adoption of the African Charter on Human and Peoples’ Rights (African Charter), 30th year since coming into force of the African Charter and 10 years since the inauguration of the African Court on Human and Peoples’ Rights. Since its adoption, the African Charter has been supplemented by the Protocol on the Rights of Women in Africa (Maputo Protocol). All AU member states (with the exception of new comer South Sudan) are state parties to the African Charter, and 36 of them have accepted the Maputo Protocol. This book assesses the impact and effectiveness of the African Charter and the Maputo Protocol in 17 African countries, namely Burkina Faso, Cameroon, Côte d’Ivoire, Ethiopia, Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Nigeria, Sierra Leone, South Africa, Swaziland, Tanzania, Uganda and Zimbabwe. The book is the result of research conducted by selected alumni of the Centre for Human Rights’ LLM in Human Rights and Democratisation in Africa programme. The Centre for Human Rights, which in 2016 is also celebrating 30 years of human rights education, intends to use this research as the basis for a continuously updated database on the impact of the African Charter and Maputo Protocol. In addition, he looks at cultural interaction through illustrations.

Le Centre de recherches et d'études sur les sociétés méditerranéennes est un laboratoire de la Faculté de droit (Université Aix-Marseille III) et de l'Institut de recherche méditerranéenne (Université de Provence), associé au Centre national de la recherche scientifique (CNRS). Son activité couvre dans le domaine des sciences humaines les États maghrébins : Algérie, Libye, Maroc, Tunisie. Elle s'étend à la Mauritanie depuis 1974. Le C.R.E.S.M. comprend des équipes de recherches interdisciplinaires et un très important service de documentation et de bibliothèque. Depuis 1962 le laboratoire publie aux Éditions du CNRS : l'Annuaire de l'Afrique du Nord, ouvrage qui, en un millier de pages, fait le point pour le lecteur de la documentation de l'année, mais présente aussi une partie études et des articles d'actualités, etc. Ces études sont réunies en ouvrages dans la collection du C.R.E.S.M.

Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.
