Abstract

It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N. Raadschelders provides the information that all citizens should have about their connections to government, why there is a government, what it does, how it does it, and why we can no longer do without it. The Three Ages of Government rises above stereotypical thinking to show the centrality of government in human life.

Abstract

Dans l’arrière-pays marseillais de la fin de l’Ancien Régime, les démocraties villageoises se maintiennent, tandis que les petits pôles urbains sont dominés par les familles les plus honorables et les plus fortunées du lieu. Après la Révolution, un véritable pouvoir de classe voit le jour, dans le cadre du régime censitaire imposé en 1802 par les autorités napoléoniennes. Pourtant, les notables du début du XIXe siècle, comme les plus apparents d’autrefois, ne forment nullement un groupe homogène. C’est l’État central qui d’une certaine manière leur a donné un sentiment d’appartenance, au fondement dès lors d’une réelle conscience de classe. Brumaire a donc définitivement fait triompher les possédants. Une alternative démocratique était néanmoins possible. C’est ce que suggèrent en tout cas, au moins pour les quinze communes de l’arrière-pays marseillais (Allauch, Aubagne, Auriol, Belcodène, Cassis, Ceyreste, Cuges, Gémenos, Gréasque, La Ciotat, La Penne, Peypin, Roquefort, Roquevaire, Saint-Savournin), l’intensité de la participation citoyenne à la vie politique locale comme aux grands débats nationaux et l’indéniable ouverture sociale dans l’accès aux charges publiques, autant de thèmes au cœur de cette étude.

Abstract

Entre las últimas décadas del siglo xviii y las primeras del xix, el mundo iberoamericano experimentó su mayor mutación cultural desde la Conquista. Triunfan entonces concepciones radicalmente nuevas -revolucionarias- sobre la sociedad y la política y, con ellas, prácticas sociales inéditas que van a configurar un nuevo espacio público. Estas profundas mutaciones trastornan el antiguo espacio público: las maneras que los hombres tenían de relacionarse y de comunicarse entre sí y con sus autoridades. Implícita o explícitamente aparece también entonces la voluntad, a veces abrupta, de transformar el heterogéneo público del Antiguo Régimen -católico, corporativo y monárquico- en un pueblo liberal, individualista y republicano. Transformaciones tan radicales no podían imponerse de golpe y enteramente; por eso las permanencias, las resistencias y las adaptaciones son en este campo tan importantes como las novedades y las rupturas. A unas y otras están dedicados los capítulos de este libro. Algunos estudian las prácticas individuales o colectivas vinculadas a la libertad de imprenta, los periódicos y la lectura, las formas democráticas de sociabilidad, la formación de la opinión pública. Otros muestran, al contrario, cómo las "costumbres"anteriores a la mutación de los años 1810 y 1820, lejos de desaparecer, subsisten en una compleja y ambigua hibridación con las prácticas modernas. Medios de comunicación tan concretos como el pasquín, el rumor o el repique de campanas; formas de movilización codificadas y ordenadas por valores antiguos; las plazas y calles como espacios muy concretos de intercambio sobreviven victoriosamente a la aparición de la información impresa y ala difusión de nuevas formas de sociabilidad cultural y política. Otros, en fin, ponen de manifiesto la paradójica marginación popular que lleva consigo la afirmación de la nueva noción de lo público.

Abstract

The objective of this book is to outline how a radically democratic politics can be reinvigorated in theory and practice through the use of the internet. The author argues that politics in its proper sense can be distinguished from anti-politics by analyzing the configuration of public space, subjectivity, participation, and conflict. Each of these terrains can be configured in a more or less political manner, though the contemporary status quo heavily skews them towards anti-political configuration. Using this understanding of what exactly politics entails, this book considers how the internet can both help and hinder efforts to move each area in a more political direction. By explicitly interpreting contemporary theories of the political in terms of the internet, this analysis avoids the twin traps of both technological determinism and technological cynicism. Raising awareness of what the word ‘politics’ means, the author develops theoretical work by Arendt, Rancière, Žižek and Mouffe to present a clear and coherent view of how in theory, politics can be digitized and alternatively how the internet can be deployed in the service of truly democratic politics.

Abstract

This edited volume collects current research by academics and practitioners on playful citizen participation through digital media technologies. With the emergence of digital and mobile technologies our conceptions and hopes of what citizen participation entails have changed profoundly. Interactive, networked and affordable technologies have transformed the relationship between knowledge, creativity and power. Citizens use media technologies in playful ways to engage in creative knowledge production and to alter professional roles and power structures.This book, available in Open Access, provides an overview of the potentials and limitations of citizen's engagement in the digital age through a collection of chapters from various academic fields. What connects these contributions is a focus on what we call playful participation. It is through this ludic engagement, we argue, that the contemporary production of knowledge and creative interventions in journalism, research, activism, art, politics, city making, and many other areas, should be understood. The book editors hold positions at Universities in the Netherlands (Utrecht University) and the UK (University of Warwick). They have published widely about digital media technologies, play, and identity.
