To accomplish missions related to the War on Terror, including missions to deny terrorists the use of the maritime environment and to empower partner nations to do the same, the U.S. Navy must engage in theater security cooperation (TSC)?the vehicle through which the United States extends influence, develops access, and promotes competence among potential coalition partners?with foreign militaries. The more accurately a cost index captures a shipbuilder's risk, the less the Navy should have to pay its shipbuilders. The Navy uses such indexes to correct for significant cost risks outside its shipbuilders' control. A longtime material-cost index in Navy shipbuilding is the steel-vessel index, but it is outdated and volatile. The authors urge the Navy to develop a modern-vessel index that more appropriately represents the materials used today.

This book addresses two developments in the conceptualisation of citizenship that arise from the »war on terror«, namely the re-culturalisation of membership in a polity and the re-moralisation of access to rights.
