Public sector accounting (PSA) and reporting was subject to considerable national reforms during the last decades and is in the focus of the European Commission aiming to harmonize the accounting systems of its Member States by developing European Public Sector Accounting Standards (EPSAS). Therefore, the topic is of high relevance for both academia and practitioners. This book provides different views about PSA in Europe as of today. It spans topics such as history of PSA, its differences to private sector accounting and finance statistics, as well as budgeting. A main part is devoted to International Public Sector Accounting Standards (IPSAS) by addressing their spread, conceptual framework and selected public sector specific standards, including a case study. Also, consolidated financial reporting is covered by drawing examples. This textbook is not only of use for students and researchers, but interested readers that seek for broad perspectives on PSA such as practitioners and members of intergovernmental organisations. It intends to complement university teaching modules on PSA as those accessible for free under www.offene.uni-rostock.de/online-course-european-public-sector-accounting.

Das »Jahrbuch des Freien Deutschen Hochstifts« ist ein literatur- und kunstwissenschaftliches Periodikum zur deutschsprachigen Literatur und zu den Wechselbeziehungen zwischen Dichtung und Kunst. Die Schwerpunkte liegen in der Goethezeit, der Romantik und der frühen Moderne bis zur Gegenwart. Begründet im Jahr 1902 und herausgegeben vom Direktor des Hochstifts ist das Jahrbuch seit langem ein Forum internationaler Forschung. Neben Abhandlungen erscheinen in ihm kleinere Editionen und Berichte, in denen bedeutendere Neuzugänge oder zu Unrecht unbekannt gebliebene Bestände der Sammlungen erschlossen werden.

Displaying his characteristic balance between sympathy and detachment, Vickery has first provided a concise, but richly detailed account of Lermontov's brief and tragic life. His approach is above all sensible - down-to-earth and fair. Lermontov was a romantic, really the only Russian poet who fully fits that designation. Vickery understands very well the romantic ethos, but he is no romantic him self. He treats with tolerant but ironic amusement the adolescent posturing of Lermontov's early Byronism. He is less tolerant of the frequent arrogance and even cruelty in Lermontov's behavior toward those close to him, especially women. On the other hand, Vickery recognizes Lermontov's genuine longing for intimacy and affection and credits his capacity for friendship and generosity. He also effectively traces all these conflicting im pulses in Lermontov's poetry.

The Statutes of the Order of Malta were compiled anew in 1776; they are still valid as subsidiary. Micallef, a Maltese Conventual Chaplain of the Order and professor at the Order's University of Malta, delivered lectures on the Statutes which were printed in a very limited number in 1791.Edited in English is included with the lectures' text .a brief history of the Order and of the University together with a short biography on Micallef; in appendix: the present Constitution and Code of the Order.
