Abstract

Ranging across novels and poetry, critical theory and film, comics and speeches, Race, Ethnicity and Nuclear War: Representations of Nuclear Weapons and Post-Apocalyptic Worlds explores how writers, thinkers, and filmmakers have answered the following question: are nuclear weapons "white"? Many texts respond in the affirmative, and arraign nuclear weapons for defending a racial order that privileges whiteness. They are seen as a reminder that the power enjoyed by the white western world imperils the whole of the Earth. Furthermore, the struggle to survive during and after a speculated nuclear attack is often cast as a contest between races and ethnic groups. Race, Ethnicity and Nuclear War listens to voices from around the Anglophone world and the debates followed do not only take place on the soil of the nuclear powers. Filmmakers and writers from the Caribbean, Australia, and India take up positions shaped by their specific place in the decolonizing world and their particular experience of nuclear weapons.The texts considered in Race, Ethnicity and Nuclear War encompass the many guises of representations of nuclear weapons: the Manhattan Project that developed the first atomic weapons, the destruction of Hiroshima and Nagasaki, nuclear tests taking place around the world, and the anxiety surrounding the superpowers' devastating arsenals. Of particular interest to SF scholars are the extensive analyses of films, novels, and short stories depicting nuclear war and its aftermath. New thoughts are offered on the major texts that SF scholars often return to, such as Philip Wylie's Tomorrow! and Pat Frank's Alas Babylon, and a host of little known and under-researched texts are scrutinized too.An Open Access edition of this work is available on the OAPEN Library.

Abstract

A Nuclear Refrain is a spatial fiction that critiques the policy of nuclear deterrence, the concept of Mutually Assured Destruction, and the UK's decision to replace its Vanguard submarines, so-called Trident replacement. We challenge that decision via extending our geographical imaginations into the past, present, and future. Noting the more usual economic, moral, and strategic objections to Trident and its replacement, A Nuclear Refrain considers the issues from less familiar perspectives: the emotional and embodied, empire and the establishment, and the impact on democratic potentialities. Set against the authors' ongoing participation in extensive public protests against the UK's decision to replace Trident in 2016, A Nuclear Refrain disrupts familiar academic and policy forms of writing. It is "an uncomfortable hybrid between academia and fiction," intent on discomfiting the reader to spur the radical reimagining of a world profoundly shaped by the threat of nuclear weapons. Inspired by author and social critic Charles Dickens, this book draws on the form of A Christmas Carol. Transported by "ghosts" of the nuclear past, present and future, a pro-Trident British policy maker, the Right Honourable Roger C. Bezeeneos, has his perceptions sorely challenged. But will Roger allow his feelings to influence his decision-making? Will he recognize the yearning for empire-lost that mobilizes the British establishment? Abstract

This book examines the law relating to the possession, threat or use of nuclear weapons. By addressing in logical sequence the law regarding sovereignty, the threat or use of force, the conduct of nuclear hostilities, neutrality, weapons law and war crimes, the book illustrates the topics that an effective national command, control and communications system for nuclear weapons must address. Guidance is given on intractable issues, such as the responsibilities of remote submarine commanders. The continuing relevance of the ICJ's Nuclear Advisory Opinion is assessed, and the prospects for the Treaty on the Prohibition of Nuclear Weapons are discussed. The book has been written in an accessible style so that it will be equally useful to lawyers and practitioners, including relevant commanders, politicians, policy staffs and academics. The objective is to state the law accurately and to explain its implications and provide practical guidance in this most sensitive area.

Der Besitz von Kernwaffen hatte für Großbritannien nicht nur militärische Bedeutung, sondern diente darüber hinaus der Erhaltung des Großmachtstatus. Dieses Interesse war auch die treibende Kraft der britischen Nichtverbreitungspolitik, die zu einem zentralen Aspekt der Außenpolitik wurde und in den Beziehungen zu den USA, zur Bundesrepublik Deutschland und Frankreich eine entscheidende Rolle spielte. Während die Briten von den USA als Lieferanten moderner Kernwaffentechnologie abhängig waren, drängten sie die Bundesrepublik zum Verzicht auf Nuklearwaffen. Dem ehemaligen Kriegsgegner Deutschland, obwohl inzwischen zum Verbündeten geworden, wollte man weiterhin nur einen niedrigeren Rang in der internationalen Szenerie gewähren. Aus diesen grundsätzlichen Zielen ergaben sich die britische Position in den Teststopp-Verhandlungen, die Ablehnung von Plänen zur Gründung einer multilateralen NATO-Atomstreitmacht (MLF) und die Haltung Londons in den Verhandlungen über einen Nichtverbreitungsvertrag.

Abstract

L’apparition de l’arme nucléaire a provoqué une rupture épistémologique évidente dans la pensée militaire et a imposé aux puissances qui détenaient cette arme, l’acquisition d’une culture stratégique spécifique. A un moment où le discours stratégique subit, en URSS, une profonde mutation, il convenait de s’interroger sur les sources et le processus d’élaboration de la première doctrine stratégique soviétique de l’ère nucléaire. Cette stratégie s’est le plus souvent résumée à la doctrine élaborée par le maréchal Sokolovskij, au début des années soixante. Or, l’exposé d’une doctrine ne surgit pos du néant mais résulte d’un long cheminement, tenant compte de contraintes d’ordre de politique intérieure, internationale et de l’idéologie dominante, spécifiques de la société soviétique. En renversant un certain nombre d’idées reçues telles la représentativité du manuel de Sokolovskij ou la perception de la menace principale, le présent ouvrage étudie ce cheminement depuis l’explosion de la première bombe atomique jusqu’à l’entrée de l’URSS dans la logique du nucléaire.

The authors detail a prospective individual?s strategy across four types of terrorist attacks-chemical, radiological, nuclear, and biological-consisting of overarching goals and simple responses and preparations. The actions are designed to be sensitive to potential variations and defined in terms of simple rules that should be easy for individuals to adopt.
