For decades, issues regarding the sustainability of the welfare state have been an important agenda in both academic and public debate. The existing literature primarily points out to economic globalization and post industrial developments as drivers behind recent welfare state change. Ingmar J. Schustereder investigates the relative influence of these factors and examines to what extent different national systems of social protection have preserved their core institutional features over time. He applies a combination of econometric and qualitative techniques using data of 17 leading OECD countries from 1975 to 2005.

During the last few decades, human dynamics, institutional change, political relations, and the natural environment have become successively more intertwined. While the increased global economic integration, global forms of governance, globally inter-linked social and environmental developments are often referred to as "globalisation," there is no unanimously-agreed upon definition of the term. Depending on the researcher or commentator, it can mean, among other things, the growing integration of markets and nation-states, receding geographical constraints on social and cultural arrangements, the increased dissemination of ideas and technologies, the threat to national sovereignty by trans-national actors; or the transformation of the economic, political and cultural foundations of societies. Regardless of perspective, globalisation permeates our economic, political, and social institutions to a profound degree. Recently, the issue of "sustainability" has reached the mainstream: are the forces of globalisation ultimately contributing to growth and opportunity—or to destruction and chaos? Against the chorus of globalisation’s proponents and detractors, the authors propose an approach for measuring globalisation and its consequences. Undertaking a comprehensive review of the literature on globalisation and using data from the MGI and KOF indices, the authors build a framework for defining globalisation and analyzing the relationships among economic, political, and social variables. In particular, they apply the methodology to analyze the effects of globalisation on tax policy, government spending, economic growth, inequality, union power, and the natural environment and consider additional avenues for research, analysis, and decision making. In the process, they hope that by introducing objective measures to enhance our insight into the functioning of the complex global system. Dreher, Gaston and Martens have produced the most systematic and comprehensive research I have seen on both measuring globalisation and analyzing its impact on the most important social and economic issues of our time. Globalisation research is a dense thicket. Malgré le temps écoulé depuis le 19 mars 2003, date de son déclenchement, la « guerre en Irak» s’impose encore dans l’actualité. Intervention armée voulue par les Etats-Unis dans un contexte géopolitique a priori défini par les événements du 11 Septembre 2001 et de la lutte contre le terrorisme... La décision de « faire la guerre » ne saurait faire abstraction des modalités de l’information des citoyens via les médias de masse, en particulier des chaînes de télévision et du sens des images censées montrer les faits. Mais quid de chaque contexte précisément ? Dans une crise de cette ampleur, les médias des démocraties historiques ont-ils assuré toutes leurs fonctions ? Le débat a-t-il encore un sens ou est-il réduit aux seuls dirigeants prenant leurs décisions sur des motifs de politique internationale et/ou de défense d’intérêts économiques ? Peuvent-ils agir contre la majorité des concitoyens, quitte à manipuler faits et arguments par une communication publique outrancière pour emporter leur adhésion ? There is no doubt that the wheels of globalization are inexorably turning. Pundits on both sides of the fence argue that its forces are either creating greater opportunity for every citizen of the planet or driving a deeper wedge between the haves and the have-nots. In Globalization from the Bottom Up, Josh Samli argues that concentration of wealth is not sustainable; the world-wide financial and economic crisis that began in 2008 is a clear example of the impact of excess. This accumulation of wealth—and the political influence that it bestows—is what Samli calls the "greed factor"; left unchecked and unguided, it could spell economic, environmental, and cultural disaster. While acknowledging that power will continue to be concentrated at the top level of the pyramid, Samli offers an alternative model, a philosophy and practice of "social capitalism" that is grounded in a bottom-up approach to wealth creation. Drawing from examples around the world, Samli argues that wherever the entrepreneurial spirit is tapped, financial, social, and political change will inevitably take place, as other actors in the system recognize opportunities to reap the benefits (for example, through the creation of more consumers and collection of more taxes). Institutions and infrastructure designed to create more entrepreneurs may well be the key to emerging from the current crisis and setting the stage for a more diverse, inclusive global economy. Making the direct links among entrepreneurship, economic development, environmental protection, and political freedom, and offering practical recommendations for enlarging the pie, rather than slicing it into smaller pieces, Samli presents a provocative, and ultimately hopeful, view of a more inclusive, wealthier, and sustainable future.
