To what degree are trade liberalization, productivity, and economic growth correlated? Can economic policies designed to encourage competition and curtail industry protection result in large-scale improvements, such as increased innovation and reduced unemployment? After 20 years of economic reform in the Middle East and North Africa (MENA), economic performance is still lagging behind many regions of the world. Even in those countries that are the most advanced in implementing reforms, including Egypt, Jordan, Morocco and Tunisia, industries with low productivity growth and high market power continue to dominate. Moreover, the termination of the Multi-Fiber Agreement and the negotiations concerning further liberalization of trade in agricultural products (under the framework of the World Trade Organization) put these and other countries under pressure of fierce competition from emerging nations. Recent empirical evidence on the impact of reforms in a number of developing countries shows that such persistence of inefficiency and market power is specific to MENA. Showcasing in-depth analyses from Jordan, Morocco, Tunisia, and Turkey (with comparative data from Asia and Latin America), this book focuses on the dynamics of firm entry and exit to help explain the low productivity of the region. The results suggest a number of policy recommendations designed to foster competition, which, in turn, would contribute to innovation, productivity growth, and improved return on capital investments. The book not only reveals important correlations among policy and market factors in MENA, but suggests fruitful areas of research in other developing regions of the world.

"Climatic Change and Water Resources in the Middle East and North Africa" is dedicated to high-priority topics related to the impact of climate change on water resources in a water scarce region. The subject is described and discussed in three main chapters and different case studies. The three main chapters are (1) Climatic changes - sources and effects on the water cycle, (2) Impact of climate change on water resources, (3) Water resources and water management. These chapters are split up into further 26 sections. A total of 64 individuals from many countries have made contributions to this book. The book gives an outline of prevailing hydrogeologic conditions in the Arab Middle East together with the geologic background. Emphasis is given to relationships between the main features influencing the hydrogeologic conditions - regional geologic developments, paleogeographic conditions, morphology, climate and paleo-climate - and the resulting hydrogeologic features: formation of aquifers, distribution of major aquifers, main groundwater flow systems, occurrence of renewable and fossil groundwater. Reported data on hydraulic aquifer parameters, recharge rates and groundwater flow volumes are evaluated with a view to arrive at characteristic values under the specific hydrogeologic and climatic conditions. The area considered covers approximately the Arabian Plate. Information on the following countries is included: Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, United Arab Emirates, West Bank and Gaza, Yemen.

De islamitische wereld kende invloedrijke denkers en wetenschappers in haar vroege geschiedenis, in een tijd dat Europa gedomineerd werd door religieuze orthodoxie en militaire heerschappij. Van de 9de tot de 12de eeuw waren moslimlanden filosofisch en sociaaleconomisch overduidelijk meer ontwikkeld dan het Westen. Vandaag lijden landen met een moslimmeerderheid bovengemiddeld onder autoritaire regimes, en zijn ze sociaaleconomisch gemiddeld minder ontwikkeld dan de rest van de wereld. Ahmet T. Kuru wijst op de geschiedenis en bekritiseert verklaringen die de islam als oorzaak aanwijzen. Ook het westerse kolonialisme is geen sluitende verklaring, al heeft dat zeker niet geholpen. Waar liep het dan wel mis? Kuru wijst op een alliantie tussen orthodoxe islamitische geleerden (de oelema) en militaire staatshoofden vanaf de 11de eeuw. Gaandeweg beknotte deze alliantie meer en meer de creativiteit en economische activiteiten van intellectuelen en de burgerlijke klasse in de moslimwereld. Kuru toont aan dat de alliantie tussen oelema en de staat nog steeds de creativiteit inperkt en een gezonde economie in moslimlanden belemmert of zelfs verhindert.

Known as either soft' or hard' managerialism', new managerialism' or new public management', this new narrative has, irrespective of moniker, permeated the institutions of higher education almost everywhere. Taking this as its context, this volume is founded on a comprehensive international comparative analysis of the evolving role of middle-level academic managers deans, heads of department and their equivalents. The chapters address key questions that will determine the future of academe: have the imperatives of management theory caused a realignment of the values and expectations of middle-level academic managers? In what way do the new expectations placed on this group shape the academic profession as a whole? And, whose interests do middle-level academic managers represent? Based on material presented at one of the high-level Douro Seminars on research into tertiary education, this volume systematically combines theoretical views with empirical analysis. It argues that managerialist' pressure has resulted in changes in the way academic performance is measured. There has been a shift in criteria away from research reputation, teaching and scholarship to the measurement of performance based upon management capacities. This has given middle-level academic managers a pivotal role halfway between the predilections of high-level decision makers and the maintenance of academic values and control. The enhanced expectations and more defined functions of middle-level academic managers are in clear contrast to earlier times, when the position was considered a public-spirited rite of passage for career-minded academics. Despite this, the contributors to this book believe that the middle-level managers in the ten countries examined are neither corporate lackeys nor champions of academe. It is becoming increasingly clear that the ability of organisations to achieve their aims is largely dependent on the skill and dedication of middle managers. Past studies of organisational dynamics have been preoccupied with the executive level of management. This text, which will be of great interest to researchers and policy makers alike, attempts to redress the balance.

When the ?rst edition of this book was published in 2004, the following year 2005 has happened to have been the warmest year since 1880, when the ?rst reliable worldwide instrumental records came into existance. Claiming no li- age between the publication of our book and the temperature record, yet this record demonstrates the trend of increase in the global surface temperatures during thepast20years,reinforcedbyevidenceofriseofatmosphere'sand oceans' temperatures, and increased melting of ice and snow in the arctic and antarctic regions as well as on mountain tops. All these observations are par- leled by the increase in the quantity of heat trapping gases in the atmosphere, causing most probably, the global greenhouse effect. In order to try and predict, what might be the impact of this effect on the on the natural and human environments of the Near East, (Figs. 1-1d) the authors adopted the saying that the past is the key for the future. The practical conclusion of this principle says that the acquiring knowledge of the impact of past climate changes on the nature and human societies, may allow conclusions with regard to future possible impact of climate changes. By correlating proxy data of all types, paleo-sea and lake levels, paleo-hydrology, pollen pro?les, environmental isotopes as well as archaeological and historical documents, the authors tried to collect as much as possible of this knowledge.
