La première guerre de l'OTAN a été menée au nom des droits de l'homme : frapper fort pour 'prévenir un génocide' et stopper les troupes serbes menaçant des populations civiles. Elle était pourtant illégale. Pendant 78 jours, au printemps 1999, l'Alliance emmenée par les États-Unis a bombardé la Serbie, y compris le Kosovo, alors sa province, avec le soutien enthousiaste de la plupart des intellectuels et médias français. La même Alliance, soutenue par l'Europe, a détaché de la Serbie le Kosovo pour en faire, en 2008, un nouvel État qu'elle a adoubé. Quatorze ans après, où en est le Kosovo 'démocratique' et 'pluri-ethnique' ? Voici un droit de suite - un de plus - dont nous avons été privés. En dépit de ses déclarations d'autosatisfaction, la communauté internationale a failli. Une véritable purification ethnique a débarrassé le Kosovo d'une grande partie de ses minorités (en premier lieu, serbes et roms), au lendemain de l'intervention de l'OTAN et en 2004. Au centre des trafics dans les Balkans, le nouvel Etat est dirigé par les leaders issus des rangs de l'UÇK, l'ancien mouvement indépendantiste armé, hier encore présentés comme les 'combattants de la liberté ', et aujourd'hui connus pour leurs liens avec le crime organisé. Pierre Péan démontre la terrible duplicité de la communauté internationale, États-Unis en tête. Tous, Américains, Britanniques, Français et Allemands, savaient parfaitement à qui ils avaient affaire ; leurs services ont souvent appuyé ou formé militairement plusieurs des leaders de l'UÇK. L'auteur révèle que la France mena de facto une politique à double face pendant et aussitôt après la guerre- Depuis, ni Washington ni Paris n'ont jamais voulu désavouer leurs anciens protégés. Même la justice internationale et l'ONU ont été entravées. Voilà comment un effrayant trafic d'organes, mis au jour dès 2003 par des membres de la Mission d'administration du Kosovo de l'ONU, a été étouffé pendant sept ans.Pourtant, le constat, effroyable, des exactions et crimes commis ou couverts par le nouveau régime est abondamment documenté par nombreux enquêteurs internationaux, magistrats et agents de services de renseignement présents sur le terrain.
