Het EU-lidmaatschap heeft een sterke invloed op het nationale politieke leven van de toegetreden landen. Zo krijgen lokale overheden te maken met een steeds groter wordende Europese dimensie. Dit leidt tot de volgende vraag: hoe beïnvloedt Europa het gedrag van 'lagere' overheden? Of, met andere woorden: hoe en in welke mate reageren lokale besturen op de Europeanisering?
