Selon les chiffres officiels, cinquante millions de personnes dans le monde sont « victimes de déplacements forcés ». Réfugiés, demandeurs d’asile, sinistrés, tolérés, déplacés internes…, les catégories d’exclus se multiplient, mais combien sont ignorées : retenus, déboutés, clandestins, expulsés… Face à ce drame, l’action humanitaire s’impose toujours plus comme la seule réponse possible. Sur le terrain, pourtant, le « dispositif » mis en place rappelle la logique totalitaire : permanence de la catastrophe, urgence sans fin, mise à l’écart des « indésirables », dispense de soins conditionnée par le contrôle, le filtrage, le confinement ! Comment interpréter cette trouble intelligence entre la main qui soigne et la main qui frappe ? Après sept années d’enquête dans les camps, principalement africains, l’auteur révèle leur « inquiétante ambiguïté » et souligne qu’il est impératif de prendre en compte les formes de contestations et de détournements qui transforment les camps, les mettent en tension, en font parfois des villes et permettent l’émergence de sujets politiques. Une critique radicale des fondements, des contextes et des effets politiques de l’action humanitaire.

The refugee question occupied centre stage at every political debate in Europe since 2015. Starting from the "long summer of migration", the polarization of opinions and attitudes towards asylum seekers among citizens of the European Union has grown increasingly. The divergence between hospitality and hostility has become evident in political reactions as well. The focus of this book bon this polarization, on the positive and negative attitudes, representations and practices, as well as on the interactions, at the local level, between majority populations and asylum seekers in the context of the 2015-18 reception crisis. This book has three objectives. First, it intends to examine public opinion towards asylum seekers and refugees through a European cross-national perspective. Second, it explains the public opinion polarization by focusing on pro- and anti-migrant mobilization, and investigating the practices of hospitality and hostility in local communities. The third objective is to understand asylum seekers' and refugees' own perceptions of receiving countries and their asylum systems. These issues are specifically debated in the Belgian case. The other national case studies include Germany, Sweden, Hungary, Greece and Italy, and have been chosen based on preliminary research on the policy system, public opinion, and geopolitical position. This book represents the main output of the research project entitled "Public opinion, mobilizations and policies concerning asylum seekers and refugees in anti-immigrant times (Europe and Belgium)" supported by the Belgian Science Policy Office (BELSPO/ BRAIN-be).

During World War II, London was transformed into a European city, as it unexpectedly became a place of refuge for many thousands of European citizens who through choice or the accidents of war found themselves seeking refuge in Britain from the military campaigns on the Continent of Europe. In this volume, an international team of historians consider the exile groups from Belgium, France, the Netherlands, Poland, Norway and Czechoslovakia, analysing not merely the relations between the plethora of exile regimes and the British government in terms of its military and social dimensions but also the legacy of this period of exile for the politics of post-war Europe. Particular attention is paid to the Belgian exiles, the most numerous exile population in Britain during World War II.

A l'aube du 10 mai 1940, les conditions météorologiques sont idéales. L'Allemagne peut lancer sans crainte son offensive à l'Ouest. Aussi, dès 4h35 du matin, les Stukas violent le ciel de Belgique. Tout le long de la frontière, le dispositif de sécurité fonctionne immédiatement mais un ennemi infiniment supérieur bouscule la première ligne de défense des Belges. Les civils, qui n'ont pas oublié les uhlans de 1914, veulent ou doivent se mettre à l'abri, le plus loin possible du feu des armées. De proche en proche la panique s'installe au cœur des populations pacifiques. L'exode, le Grand Exode, va commencer. Nous avons retracé ici les traits principaux de cet événement et rassemblé les souvenirs les plus caractéristiques de ceux qui fuirent l'invasion hitlérienne. L'entreprise n'eût jamais été possible sans une série d'émissions que la R.T.B.F. a consacrées, en 1975, à l'exode. Elles sont à l'origine d'une immense collecte de témoignages. Cette source inédite et de première main a été mise très obligeamment à notre disposition par le Centre de production R.T.B.F. de Bruxelles.
