Allochtone jongeren vinden minder vaak én minder snel werk dan autochtone jongeren en dreigen daardoor meer in de langdurige werkloosheid terecht te komen. Ook de functies waarin allochtone schoolverlaters hun beroepsloopbaan starten zijn kwalitatief minder gunstig dan deze van autochtonen. Ze hebben in hun eerste baan minder vaak een vast contract, hun werk is minder uitdagend, kent minder variatie en mogelijkheden om zich uit te leven, ze beschikken over minder autonomie en ze werken vaker in slechte arbeidsomstandigheden. Een minder gunstige arbeidsmarktpositie beperkt niet alleen de levenskansen en de sociale integratie van de huidige generaties allochtone jongeren maar hypothekeert ook de kansen van hun kinderen. Hoe komt het dat werkgevers de openstaande vacatures niet kunnen of willen opvullen met allochtone jongeren? Waarom vinden allochtonen minder vlot de weg naar een stabiele baan?Dit boek brengt de arbeidsmarktintrede van allochtone jongeren in kaart en gaat na in welke mate de beroepspositie beïnvloed wordt door toegeschreven (etnische en sociale achtergrond en geslacht) en verworven kenmerken (onderwijsniveau en -resultaat). Dit gebeurt door allochtone en autochtone jongeren systematisch met elkaar te vergelijken op basis van een grootschalige peiling bij 9000 Vlaamse jongeren die uitgevoerd werd door de interuniversitaire onderzoeksgroep SONAR - Studiegroep van ONderwijs naar ARbeidsmarkt

Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a welfare state for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society.This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

Les statistiques sur les populations étrangères et d'origine étrangère évoluent en permanence : en effet, tant leurs caractéristiques démographiques que leurs positions socio-économiques traduisent les changements parfois significatifs induits par les politiques migratoires, d'intégration, d'emploi et de lutte contre la discrimination. Il s'avère alors plus difficile d'orienter les politiques d'emploi, scolaire ou du logement vers les publics qui en ont le plus besoin. Cette évolution posent en plus aux scientifiques et aux responsables politiques une difficulté terminologique majeure pour désigner ces personnes dont le statut d'immigré ou d'étranger ne correspond plus à une réalité sociale ou juridique. Ceci nous invite à une nécessaire réflexion sur l'usage des mots et sur les maux qu'ils peuvent potentiellement produire.
