Natura 2000 wil Europese habitattypes en soorten duurzaam in stand houden. Daartoe moet bijvoorbeeld worden bepaald hoeveel individuen van een soort nodig zijn om te kunnen spreken van een leefbare populatie, en hoe groot (in oppervlakte) bijvoorbeeld een heidegebied moet zijn om onderdak te kunnen geven aan alle typische heidesoorten. Dat zijn de instandhoudingsdoelstellingen (IHD) van de Habitatrichtlijn (HRL). De Europese natuurdoelen helpen om aan alle belanghebbenden duidelijk te maken welke Europees te beschermen natuur in een gebied behouden, hersteld of ontwikkeld moet worden. De doelen geven zo richting aan de maatregelen die in een gebied genomen moeten worden. Tegelijk moeten de natuurdoelen ook invulling geven aan de Europese verplichting dat de toestand van de natuur in Vlaanderen op termijn in een gunstige staat van instandhouding komt. Er bestaan gewestelijke doelen (G-IHD) voor Vlaanderen als geheel, en specifieke doelen (S-IHD) per speciale beschermingszone (SBZ) of gebied. Conform de beslissingen van de Vlaamse Regering lagen de G-IHD vast tot 2020, en is er nu een evaluatie voorzien. In het kader van die evaluatie zijn verschillende deelstudies uitgewerkt. Het rapport bundelt en synthetiseert de belangrijkste conclusies en aanbevelingen uit de verschillende deelstudies. Op basis van deze aanbevelingen is het wenselijk dat het beleid in de volgende planperiode de G-IHD en de S-IHD actualiseert.
