This chapter focuses on women, work, and family, with a particular focus on differences by educational attainment. First, we review long-term trends regarding family structure, participation in the labor market, and time spent in household production, including time with children. In looking at family, we focus on mothers with children. Next we examine key challenges faced by mothers as they seek to combine motherhood and paid work: workforce interruptions associated with childbearing, the impact of home and family responsibilities, and constraints posed by workplace culture. We also consider the role that gendered norms play in shaping outcomes for mothers. We conclude by discussing policies that have the potential to increase gender equality in the workplace and mitigate the considerable conflicts faced by many women as they seek to balance work and family.

In this study we provide a new examination of the incentive effects of welfare rules on family structure. Focusing on the AFDC and TANF programs, we first emphasize that the literature, by and large, has assumed that the rules of those programs make a key distinction between married women and cohabiting women, but this is not a correct interpretation. In fact, it is the biological relationship between the children and any male in the household that primarily determines how the family is treated. In an empirical analysis conducted over the period 1996 to 2004 that correctly matches family structure outcomes to welfare rules, we find significant effects of several welfare policies on family structure, both work-related policies and family-oriented policies, effects that are stronger than in most past work. Many of our significant effects show that these rules led to a decrease in single motherhood and an increase in biological partnering. For all of our results, our findings indicate that the impact of welfare rules crucially hinges on the biological relationship of the male partner to the children in the household.

This study advances the prior literature concerning the impact of information technology on productivity in academe in two important ways. First, it utilizes a dataset that combines information on the diffusion of two noteworthy and early innovations in IT -- BITNET and the Domain Name System (DNS) -- with career history data on research-active life scientists. This research design allows for proper identification of the availability of access to IT as well as a means to directly identify causal effects. Second, the fine-grained nature of the data set allows for an investigation of three publishing outcomes: counts, quality, and co-authorship. Our analysis of a random sample of 3,771 research-active life scientists from 430 U.S. institutions over a 25-year period supports the hypothesis of a differential return to IT across subgroups of the scientific labor force. Women scientists, early-to-mid-career scientists, and those employed by mid-to-lower-tier institutions benefit from access to IT in terms of overall research output and an increase in the number of new co-authors they work with. Early-career scientists and those in top-tier institutions gain in terms of research quality when IT becomes available at their campuses.
