Comment se sont construites les pensées postcoloniales ? Quel type de critique de l’Occident produisent-elles ? Et quel universalisme alternatif proposent-elles ? C’est à répondre à ces questions, si importantes pour comprendre le monde contemporain et le décentrement en cours de l’Occident, que s’attache ce livre très original.Bien plus qu’une simple cartographie des pensées postcoloniales, cet ouvrage propose une sociologie de leurs principaux auteurs, en montrant notamment quel fut l’effet de l’exil sur leurs travaux. Décentrer l’Occident fait ainsi l’hypothèse que l’on gagne à appréhender la pensée postcoloniale à l’aune de la notion de « déplacement » : entre deux mondes, les intellectuels postcoloniaux sont déplacés aussi bien en Occident que par rapport à leur monde d’origine. Mais c’est précisément cette position décalée qui leur permet de voir et de penser les formes du pouvoir global.Retraçant les déplacements d’intellectuels – ceux des postcolonial studies indiennes et arabes mais aussi du nouveau confucianisme chinois – entre les anciens mondes impériaux et l’Occident, Thomas Brisson cherche ainsi à comprendre comment s’y arme la critique, entendue comme art du déplacement de ce qui va habituellement de soi.

Ce livre retrace, depuis la fin de la Seconde Guerre mondiale, nombre de mutations d’ordre politique, stratégique, psychologique et démographique dont l’actualité ne peut rendre compte, à commencer par la transformation de la guérilla en guerre révolutionnaire ou la naissance d’un tiers-mondisme pulvérisant le mythe de la supériorité raciale. Dans le même temps, l’Union soviétique dépérissait devant les avancées américaines, tandis que l’Europe restait divisée sur le plan politique et impuissante sur le plan militaire. Ainsi, depuis la guerre américaine menée au Vietnam, l’auteur de ce livre n’a, pour l’essentiel, assisté qu’à une série de reculs occidentaux, ponctués parnombre d’échecs de tentatives révolutionnaires mal pensées et de guérillas mal organisées, dont il porte ici témoignage. Pour mieux comprendre cette séquence historique passionnante, matrice du XXIe siècle, Gérard Chaliand offre 50 ans d’expériences de terrain et de réflexions académiques, à travers des textes originaux et d’autres plus anciens, mais ici rassemblés dans une perspective de longue durée.

The development of coherent and effective relations with other regions and countries is one of the most challenging tasks faced by the European Union. This original volume explores the EU's engagement with the global South, focusing on three controversial policy areas: economic cooperation, development cooperation, and conflict management. A discussion of the EU's interregional model - which promotes interaction with regions rather than nation-states - provides a backdrop for case studies of EU policies with regard to Africa, Asia, and Latin America.
