The book analyzes the Romanian public administration in 2001, a few months after its inauguration following the elections, and measures the tools of sociology and psychology (opinion polls among citizens, mayors and counselors, focus groups, psychological tests, interviews in depth) personality traits, values, behaviors and attitudes that exist and are desirable. In 2001 the book offered the first major psycho-sociological diagnosis of the administrative phenomenon in Romania.

The purpose of this study is to analyze the investment phenomenon in the regions of the Republic of Moldova (let's specify that by the term "region" in this document we generally mean the districts, the municipalities, the autonomous territorial unit Gagauzia, as well as the development regions North, Center and South). In the first chapter of this study, an analysis of the evolution and current economic status of the regions of the Republic of Moldova is carried out. We also analyze the evolution of investments in these regions and, based on statistical data, we try to identify the key factors that attract or repel investments at the regional level. // The second chapter includes the rating of the investment performance of the regions of Moldova, a rating that the authors intend to update once every two years. The investment performance rating of the regions is based on the estimation of the current investment performance indicators, the investment dynamics in the period 2003-2008, the stability of investment flows in the same period, as well as the healthy diversification of investments in different sectors of the local economy. // Chapter three is focused on the analysis of the policy framework that influences the attraction and intensification of investments at the regional level. The Republic of Moldova ranks unfavorably in most of the indicators that measure the health status of the population, which denotes both the existence of some deficiencies in the health care system in the Republic of Moldova, as well as the relatively increased financing needs of this system. Moreover, the share of health expenditures in GDP is the highest in Moldova compared to the countries in the region, with public expenditures covering only half of the total expenditures. Certainly, such a high share of health expenditures in GDP, and especially of private expenditures, can reflect both the very high financing needs and the inefficiency of public expenditures. Our country is facing serious problems in the functioning of the health protection system. This has negative implications for the health of the population, the quality of human capital and the confidence of citizens towards the future of this country. Consequently, the inclinations for emigration are intensifying, and corruption in the health system is becoming more and more rampant.
